Request for Expressions of Interest

This invitation for expression of interest follows the General Procurement Notice for this project that appeared in the dgMarket on October 20, 2006

The Government of National Unity of the Republic of Sudan has received a grant from the Multi Donor Trust Fund, managed by the World Bank, to assist in co-financing the first phase of the National Emergency Transport Rehabilitation Project, and intends to apply part of the proceeds of the grant for the above consultancy services.

The overall objective of the Technical Assistance (TA) is to assist the MoT with the smooth and effective strengthening of the Unit so that it can effectively discharge its functions.

More specifically the consultant will:

  • based on the ESAF, develop a Manual of environmental and social guidelines and procedures to guide the Unit in managing the environmental and social impacts of the road sector;
  • undertake technical training and awareness raising and sensitization activities for transport sector personnel, including senior management, to understand the importance of managing the environmental and social impacts and mitigation measures of all construction investments;
  • familiarize the staff of the ESMU with the existing Environmental andSocial Assessment Framework (ESAF) for the transport sector so that they can effectively perform their function;

The Ministry of Transport (MoT), now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants are hereby requested to provide information indicating that they are qualified to perform the services (C.V, description of similar assignments and experience in similar assignments).

An individual consultant (Technical Advisor) will be selected on the basis of his/her experience and qualifications.

Duration of the appointment is 6 months, and the location is Khartoum, Sudan.

Requirements

  • At least 10 years relevant experience in ESIA Studies and resettlement action plans, with at least one project in the area of transport or infrastructure development project
  • Masters degree in environment sciences, environmental economics, or related discipline
  • At least 3 years in advisory position on similar assignments in developing countries;
  • Excellent communication skills in English; knowledge of Arabic would be desirable.
