Procurement of Science Laboratory Equipment for Eritrean Secondary Schools

ICB No: EESIP/G/ICB/001/2009

The lots comprising this ICB are:

  • 2.       Lot 2: Science Lab Equipment for Chemistry Laboratories
  • 3.       Lot 3: Science Lab Equipment for Physics Laboratories
  • This Invitation for Bids follows the General Procurement Notice for this project that        appeared in Development Business, issue no. 629 of April 30, 2004.
  • The Government of the State of Eritrea has received a credit from the International Development Association (IDA) toward the cost of Eritrea Education Sector Investment Project, and it intends to apply part of the proceeds of this credit to payments under the contract for the procurement of Science Laboratory Equipment for Eritrean Secondary Schools, ICB No: EESIP/G/ICB/001/2009.
  • The Eritrea Education Sector Investment Project # Project ManagementUnit now invites sealed bids from eligible bidders for the supply of Science Laboratory Equipment to be delivered between September 30, 2009 and October 30, 2009.
  • Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD loans and IDA Credits May 2004, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
  • Interested eligible bidders may obtain further information from Eritrea Education Sector Investment Project # Project Management Unit (EESIP-PMU), Asmara, Eritrea, Tel: 291-1-151614, Fax: 291-1-152181, Email:[email protected], and inspect the bidding documents at the address given below, from 8:00-12:00 AM and 14:00-18:00 PM local time (GMT + 3), Monday through Friday.
  • Qualifications requirements include:

a) Financial Capability

The Bidder shall furnish an audited financial statement for the years 2007 and 2008.

  • Experience and Technical Capacity:

Minimum of three (3) years in operations, prior to the date of bid submission.

Additional details are provided in the Bidding Documents.

  • A complete set of Bidding Documents in the English language may be purchased by interested   bidders on the submission of a written application to the address below and upon payment of a none refundable fee ERN 750.00 (seven hundred fifty Eritrean Nakfa only) or equivalent, starting Monday, April 6, 2009. Foreign bidders shall transfer the cost of Bidding Documents in USD 50.00 (fifty US dollars only) to CITIBANK, N.A., COTTON CENTER, UK, LONDON, and SWIFT: CITIGB2L for credit to account No. 5519691 of Bank of Eritrea, Asmara, Eritrea, in favor of beneficiary, i.e. EESIP-PMUfor further credit to our Acct. No. EESIP-GOE 120.301.0359 maintainedwith them. If documents are required to be sent by courier additionalUSD 45.00 (forty five US dollars only) or equivalent shall be transferred to the above account number.
  • Bids must be delivered to the address below at or before 15:00 local time (GMT +3) on May 28, 2009. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representativeswho choose to attend at the address below at 15:00 local time (GMT +3) on May 28, 2009. All bids must be accompanied by a Bid Security, for Lot 1:  USD 4,000.00 (four thousand US Dollars), Lot 2: USD 3,800.00 (three thousand eight hundred US Dollars), and Lot 3: USD 5,900.00 (five thousand nine hundred US Dollars), or equivalent in any other freely convertible currency.
