  • This Invitation for Bids follows the General Procurement Noticefor this Project that appeared in Development Business, issue no. 629 of April 30, 2004
  • The Government of Eritrea has received a credit from the International Development Association (IDA) of the World Bank towards the cost of Eritrea Education Sector Investment Project and it intends to apply part of the proceeds of the credit to paymentsunder the Contract for Construction of Mensheb (Lot 1) and Foro (Lot 2) Secondary Schools.
  • The Eritrea Education Sector Investment Project # Project Management Unit (EESIP #PMU) now invites sealed bids from eligible and qualified bidders for Construction of Mensheb and Foro Secondary Schools. The construction period is: 365 days.
  • Bidding will be conducted through the International CompetitiveBidding (ICB) procedures specified in the World Bank's Guidelines, Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

  • Qualifications requirements include:

Key Personnel: qualification and experience of key site management and technical personnel to be made available for the contract by successful bidder shall be:-

  • Project Engineer, Building Engineer or equivalent with experience of 5 years in similar works.
  • General foreman, technical school graduate with 3 years experience in similar works, or having practical experience of 5 years and who can read drawings.

Financial qualification: The bidder shall furnish an audited financial statement for the last two years.

Legal documentation: The bidder shall furnish the necessary documents evidencing its legal registration in one of the eligible member countries. A margin of preference for eligible national contractors/joint ventures shall be applied.

  • A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of ERN 1,000.00 (onethousand Nakfa only), starting November 17, 2009. The method of payment will be: Direct deposit to our bank account No. EESIP-GOE 120.301.0359, Bank of Eritrea. Foreign biddersshall transfer the cost of bidding documents and couriering them USD 100.00 (one hundred US dollars only) or equivalent in other freely convertible currency to CITIBANK, N.A., COTTON CENTER, UK, LONDON, and SWIFT: CITIGB2L for credit toaccount No. 5519691 of Bank of Eritrea, Asmara, Eritrea, in favor of beneficiary, i.e. EESIP-PMU for further credit to our Acct. No. EESIP-GOE 120.301.0359 maintained with them. The Bidding Documents will be sent by Courier.
  • Bids must be delivered to the address below at or before 3:00 PM Asmara Time, January 04, 2010. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders' representatives who choose to attend in person at the address below at 3:00 PM Asmara Time, January 04, 2010.

9 All bids shall be accompanied by a Bid Security of: ERN 110,000.00 for each lot, or an equivalent amount in a freely convertible currency.
