REQUEST FOR EXPRESSION OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: CONSULTING FIRM TO CARRY OUT THE DEVELOPMENT OF PROCUREMENT STRATEGY INCLUDING PROCUREMENT SUPPLY PLAN; MARKET ANALYSIS, CATALOGUE FOR COMMON USE ITEMS, STANDARD PROCUREMENT FORMS AND CONTRACT MANAGEMENT STANDARD OPERATING PROCEDURES (SOPS).

1.0 Project Background

The Government of the Kingdom of Eswatini through the Ministry of Health (MOH) has received financing from the World Bank to implement the Health System Strengthening for Human Capital Development (HSSHCD) Project that focuses on strengthening the health system including procurement and ramping up investments in reproductive, maternal, neonatal, child and adolescent health services as well as nutrition and non-communicable diseases to address critical human capital challenges, including stunting and child and adult mortality, applying a life course approach.

2.0 Background to the Assignment

The MoH has identified some procurement areas that needs improvement including but are not limited to; (i) Inadequate procurement planning, contract management, performance measurement, internal controls and visibility into value of procurement. Weak procurement Management information system which limits information availability, accessibility and use to make procurement and supply decisions such as order quantities and delivery management; (ii) Inadequate market analysis, supplier prequalification and proactive vendor selection which would inform strategic sourcing and value for money; leading to stronger supplier base; and (iii) Lack of procurement manuals and Standard Operating Procedures.

The MoH has made some progress in addressing some of these challenges however there is need to strengthen and operationalize some areas including development of procurement and supply chain strategy, drafting of standard procurement forms for health sector goods, works, services and framework agreements and development of catalogue for common use items and prices.

The MoH now invites eligible consulting firms (‘’Consultants’’) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • The firm should have a demonstrated track record of developing procurement and supply chain strategy, drafting of standard procurement forms for health sector goods, works, services and framework agreements
  • Experience in development of catalogue for common use items and prices.
  • The consultant should have successfully completed at least similar assignments in the past 10 years

The attention of interested Consultants is drawn to paragraphs 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018 setting forth the World Bank’s Policy on Conflict of Interest.

A Consultant will be selected in accordance with the Selection Based on Consultant Qualifications (CQS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018. Interested Consultants may obtain further information and/or Terms of Reference in writing at the address below during office hours i.e. 08:00 – 16:45 hrs.
