| Ref No. | SO-MOF-467068-CS-INDV1. Background: The Federal Republic of Somalia has received financing from the World Bank for the Somalia Capacity Advancement, Livelihood, and Entrepreneurship through Digital Uplift (SCALED-UP) Project. The Central Bank is beneficiary of SCALED-UP). The project aims to enhance access to digital financial and government services, focusing on helping women entrepreneurs and workers. It consists of three parts: strengthening institutions, enabling financial and digital services, and project management. The Central Bank of Somalia now intends to apply part of the proceeds of the above project to finance the position of the Communication Consultant (Individual Consultant) at Central Bank of Somalia2 Responsibilities: The Communications Consultant will provides guidance on creating an effective communication strategy that adheres to the SMART criteria (specific, measurable, attainable, relevant, and timely) and clearly defines objectives, key messages, audience, stakeholders, channels, monitoring and evaluation methods, and budget; Advise the CBS on developing standard operating procedures and guidelines for media events, placements, press conferences, and appearances, while also defining a stakeholder engagement plan with mapping and outreach approaches; Provide expert assistance on how to create communication materials, including publications, online presence, briefing notes, talking points, speeches, and presentations; Provide advice on the production of a variety of communication materials, including posters, slideshows, and brochures for the CBS. Gives recommendations on drafting and editing opinion pieces, statements, articles, media releases and advisories, policy and development of contents including, among others, factsheets, web content, social media content, publications, and talking points. The role also includes advising on how to track, monitor, and report on new developments that are relevant for CBS, crafting a social media engagement plan to strengthen visibility of the project, Providing guidance on the design and implementation of communication work plans for internal and external events/engagements. Contributing to ensuring that the CBS and other project related reports are regularly promoted and timely published and disseminated to donors and the public at large, and supervising, defining, and providing quality assurance regarding the unit’s intern deliverables. Duration: The duration of the assignment is initially for a period of 12 months.4. Selection Criteria: The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:• Master’s with minimum of 8 years relevant experience or Bachelor’s Degree with 10 years of relevant experience, in a relevant discipline (communication, journalism, international relations or other related fields).• Excellent written and spoken command of English and Somali, and the ability to convey complex ideas in a creative, clear, direct, and lively style.• Experience in leading communication efforts with minimal supervision as part of projects is required.• Strong inter-personal skills and ability to work effectively with teams of various levels.• Evidence of excellent communication and negotiation skills, ability to work effectively and harmoniously within a diverse work environment.• Proven track record in developing and implementing communication strategies.• Leadership experience working with governments and international organizations, enabling the successful execution of communication strategies.• Clear understanding of the CBS stakeholders including the World Bank and experience of managing similar stakeholder relations.• An established media network both within Somalia, regionally, and internationally.• Documented experience in delivering media training.• Proven experience of managing media relations.• Experience in preparing speeches for public delivery in both Somali and English.• Demonstrable understanding of Somalia’s media landscape.• Proven experience of articulating organizational strategies and priorities.• Demonstrable experience of modern management skills and understanding of international best practices.• Must have demonstrable understanding of the importance of Somalia’s diaspora communities and the transnational financial flows associated with them.• Must have an understanding of Somalia’s Federal Government institutions, business infrastructure and the functional position of the Bank within these structures5. The Ministry of Ministry of Finance now invites eligible consulting (“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and furnish the Curriculum Vitae (CV).6. Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services dated in September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.7. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.8.
