Background:
The government of the Republic of the Gambia, under the World Bank (WB) Infrastructure Project has received an IDA Grant in an indicative amount equivalent to US$52.56 million available through The Gambia’s national IDA. The bank intends to apply a portion of this grant to eligible payments under a consultancy contract for the provision of Consultancy Services for the Preparation of the Resettlement Action Plan (RAP) for NAWEC’s Rural access of 80 villages and GBA energy grid resilience GBA energy grid

The Central Project Coordination Unit – Ministry of Finance and Economic Affairs now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.:
Key Experts and Required Qualifications
The team should be composed of the profiles:
- Team leader / Senior Resettlement Specialist (International or National)
- Socio-Economic specialist/expert in Socio-economic surveys, gender, social inclusion and public consultation (National)
- Expert in Geographical Information System (GIS)
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (September 2023 revised February 2025 seventh edition September 2025) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) set out in the Procurement Regulations.
