Assignment Title: Consulting Services for the feasibility studies and detail design of Nhlangano II-Lavumisa 132kV Transmission Lines and substations

  • The Government of Eswatini has requested financing from the International Bank for Reconstruction and Development (IBRD) for the proposed Network Reinforcement and Access Project (P166170) and intends to apply part of the proceeds towards Consulting Services for the feasibility studies (project preparation studies) and detailed design of the identified transmission line and substations as specified in paragraph 2 through a lump sum contract.
  • The EEC now invites Expression of Interest (EOI) from interested and eligible consulting firms (“Consultants”) to provide the consulting services for the preparation of feasibility studies and detailed design of the following identified Transmission Line and concomitant substations:

  • 132kV A/C Nhlangano II — Hluthi Transmission Line (about 50 km long) with 20MVA 132/11kV substation expansion at Hluthi.

  • 132kV A/C Hluthi — Matsanjeni transmission line (about 23 km long) with new Greenfield 20MVA 132/11kV substation at Matsanjeni.

  • 132kV A/C Matsanjeni — Lavumisa transmission line (about 24 km long) with new Greenfield 20MVA 132/11kV substation at Lavumisa
  • The principal activities for the consulting services shall include inter alia the following:

  • Conduct line route survey by using state-of- the-art survey techniques and instruments to acquire accurate GIS data to enable performance of line route alignment, tower spotting and location of substations.
  • Carry out power system studies (steady-state and transient stability) to verify the project scope; Economic and financial analysis to understand the benefits of the project under various scenarios; 132 kV transmission line and substation designs to prepare technical specifications, cost estimates and the bidding documents (both commercial and technical) of the various procurement packages (to be suggested by the Consultant during the course of assignment).
  • Interested consultants must provide information demonstrating that they have the required qualification and relevant experience to perform all the services. The following documents shall also be submitted along with the EOI applications by all the consulting firms including each member of JV firms:

  • Copies of certificates of incorporation/registration of the consulting firms
  • Financial information of firm for the last 5 years
  • Corporate profile of the firm with quality assurance plan, ISO 9001, information on organizational strength (Organization structure, number of permanent professional staffs and their expertise, qualifications and number of total staffs), availability of licensed software and tools for the execution of the assignment and any other necessary information deemed appropriate.
  • The short-listing criteria are: The Consulting firm/s must have at least 10 years of consulting experience in the power transmission system and as minimum must have completed the consulting job/contracts of feasibility studies, detailed design and engineering of (i) at least two 132 kV (and/or above) High Voltage Transmission lines including but not limited to the tower and foundation design of the transmission lines; (ii) at least two 132 kV (and/or above) High Voltage substations including design of equipment foundations; and (iii) at least one 132 kV (and/or above) High Voltage Transmission line or substation outside the Consultant’s home country. In order to substantiate the aforementioned consulting jobs/contracts, the Consultant shall submit the End User Certificate from clients depicting main scope of the contract. Incomplete Consulting Contracts will not be taken into account and hence will not be evaluated.
  • Consultants may associate with other consultants to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties. Experience and qualifications of parent or subsidiary of the firm will not be considered for evaluation.
  • All submittal from the consulting firms shall be in English language.
  • The attention of interested Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016 and revised in November 2017 and August 2018 setting forth the World Bank’s policy on conflict of interest.
  • The Consultant(s) will be selected and engaged in accordance with the Quality and Cost Based (QCBS) selection method as per the Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018
