Assignment Title: Monitoring and Evaluation Officer

  • The Government of Republic of South Sudan (GoRSS), received a grant from World Bank to implement a five-year project entitled “Building Skills for Human Capital Development in South Sudan”. The project is being implemented by Ministry of Higher Education, Science and Technology (MoHEST), and Ministry of General Education and Instruction (MoGEI). Ministry of Higher Education, Science and Technology (MoHEST) intends to apply part of the proceeds for this consulting services.
  • MoHEST intends to apply part of the proceeds for consulting services (“the Services”) which include Monitoring and Evaluation Officer (Individual Consultant) assignment for a period of Twenty-four (24) months. The overall objective of this assignment is to facilitate the tracking and reporting of results outlined in the Results Framework of the Project especially Component 2 and part of Component 4 being implemented by MoHEST, as well as promoting learning among project implementors

  • MoHEST now invites eligible individual consultants to apply for the consulting assignment. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as required in TOR. The submissions should include a cover letter summarizing the relevant experience and indicating its relevance to the assignment at hand.
  • The expressions of interest should be accompanied with a CV, phone contact, postal and email addresses, copies of relevant academic documents/ qualifications and copies of the appointment letter (s)/ Contract (s) of the current or most recent employment.
  • The individual consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria:

a) A Bachelor’s degree in Social Sciences, Demography, Statistics, Quantitative Economics or related fields, with at least eight (8) years of related professional work experience.

b) Minimum of three (3) years specific experience working with multilateral funded projects in the area of M&E is required

c) Should demonstrate a strong background in statistical analysis and use of statistical software such as Stata, SPSS, Python etc. The Candidate should also demonstrate proficiency in MS Windows & MS Office Suite.

d) Demonstrated skills and experience working with mobile data collection platforms (e.g., KoboToolbox, SurveyCTO, ODK) and data visualization tools (e.g., Power BI, Tableau) will be an advantage.

  • The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020, September 2023 and February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  • Expressions of interest must be delivered in a written form to the address below in person or by e-mail by 12:00 noon (Local time) Friday 6th June 2025.
