Swaziland Health HIV/AIDS andTB Project

This request for Expressions of Interest follows the General Procurement Notice for this project that appeared in dgMarket 19 May 2011.

The Government of Swaziland has received financing from the International Bank for Reconstruction and Development (IBRD) towards the cost of a five-year Health HIV/AIDS and TB Project in the amount of US$20 Million equivalent. This project will be jointly financed by the European Union in the amount of Euro 14.5 million.

The project has three components: the first two, (i) strengthening the capacityof the health sector and (ii) facility-level support to improve access, quality and efficiency of services will be implemented by the Ministry of Health (MOH) and the third, (iii) strengthening of the orphans and vulnerable children safety net will be implemented by the DPM's Office.

The project will improve access to, and the quality of health services and under component (ii) the Government intends, among other things, to: renovate approximately ten (10) clinics and five (5) health centres; renovate the obstetric and neo-natal units in Mbabane government hospital; expand three (3) nurses' training institutions and renovate the national TB centre. The Government also intends to utilise part of the financing to engage a consulting firm to design, manage and supervise these renovation and construction works.

The objective of the consultancy will be to provide technical assistance to theMOH. The services to be provided by the Consultants will include but not be limited to:

a) carrying out surveys of existing facilities, sites and services;

b) developing detailed architect's briefs in consultation with the Ministry of Health for each facility to be renovated or extended;

c) preparing preliminary and final designs (based on the architect's briefs), working drawings, bills of quantities, specifications, bidding documents and cost estimates for each facility to be renovated or extended;

d) evaluating the construction bids and assisting the MOH in the award of contracts;

e) supervising the renovation and construction work at each facility site;

f) preparing, in consultation with the MOH, lists ofboth medical and non-medical equipment and furniture required to equip and furnish the facilities;

g) preparing, in consultation with the MOH, a healthfacilities' maintenance plan and providing training as necessary to MOH staff in maintenance procedures.

The Consultant's quality assurance programme is to be applied to the documentation of this project and the Consultants are to ensure that the final documentation of the project is complete and to the satisfaction of theMOH and any relevant other authorities and in accordance with the agreed final designs and budgets. The Consultants are to use AutoCad for the preparation of all drawings and Excel for the preparation of bills of quantities.

The assignment is expected to commence approximately on August 1, 2012 and the duration of the contract will be two (2) years but the contract could be extended if necessary with the agreement of the MOH and the Consultants. It will be the Consultant's responsibility to ensure that this engagement is managed and completed within the agreed fee and time frame.

The Ministry of Health now invites eligible consultancy firms toindicate their interest in providing the services. Interested consultancy firms must provide information indicating that they are qualifiedto perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Firms may associate to enhance their qualifications.

Selection of the Consultants will be done in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants byWorld Bank Borrowers, published in January 2011.
