DEVELOP THE STANDARDS FOR THE LICENSING SYSTEM OF HEALTH FACILITIES FOR HEALTH CARE PROVIDERS BY THE MINISTRY OF HEALTH

KINGDOM OF SWAZILAND

BACKGROUND INFORMATION

The Government of Swaziland (GOS) has emphasized health as a priority on the national agenda. A new Health, HIV/AIDS and TB project is proposed to support the Government in its commitment to improve the health status of the Swazi population. The World Bank and the European Union (EU) are jointly financing the project with the Government. Specifically, the proposed project will: (i) improve access to, and quality of health services in Swaziland, with a particular focus on primary health care, maternal health and TB, and (ii) increase social safety net access for OVC.

Based on that goal the MOH has defined the need to design and implement a set of standards for a new licensing system for all health facilities (publicand private) in the country.

The MOH now invites interested, qualified candidates to indicate their interest in providing technical support and services under this consultancy. Selection shall be on the basis of examination and comparison of the qualifications of the individual candidates as evidenced by their CVs. The selected individual shall be requested to submit a costed offer to undertake the work

OBJECTIVES

The overall aim of this consultancy is to develop a set of minimum required standards (specifically administrative including Human resources and technology) for licensing health facilities to strengthen the regulatory functions of the Ministry of Health, through the development and implementation of a set of standardized evaluative instruments and its methodological mechanisms to ensure patient care and safety in the health care services delivery network of the country. .

DESCRIPTION OF SERVICES

Based on the existing norms andstandards in the country (MOH/SWASA or other Development Partners) prepare a set of minimum requirement standards for health facilities including Community health Clinic, Public Health Units, Health Centers, Private Clinics and Regional (or Private) Hospitals based on the approved EHCP, specifically designed to set the required minimum levels for administrative (including basic legal requirements as property, status, registry of association if any, etc.), Management and human resources standards ( training requirements, degrees or diplomas or other type of practice authorization from professional bodies).

REQUIRED QUALIFICATIONS AND EXPERIENCE:

MOH of Swaziland will require a consultant with the following qualifications:

  • University Professional in health sciences, preferably a Medical Doctor with a Master's degree in Public Health, Health Management, or equivalent,
  • At least 10 years of experience implementing licensing/patient safety standard and human resources standards in developing countries
  • At least three successful experience in implementing licensing/patient safety standard and human resources standards in developing countries.
  • Experience in Southern Africa is an advantage.
