- Background
The Federal Government of Somalia, through the Ministry of Labor and Social Affairs (MoLSA) is seeking Monitoring and Evaluation Specialist. The Consultant will provide support to the Federal Government of Somalia and Baxnaano in designing, implementing, and managing the Baxnaano Monitoring and Evaluation activities.
This consultancy will provide Monitoring and Evaluation support to immediately assist Baxnaano strengthen Monitoring and evaluation mechanisms. Under the guidance of the and direct supervision of the Project Manager, the M&E Consultant will develop Baxnaano’s M&E framework, monitoring tools, manage data collection and conduct analysis as needed to improve Baxnaano’s implementation performance, compliance with SoPs and generate evidence to inform program design.
- Responsibilities of the assignment
The overall responsibilities of Monitoring and Evaluation Specialist are (i) Develop/modify recording and reporting templates and formats of Baxnaano that meet reporting requirement of Baxnaano to MoLSA, Ministry of Planning, Investment and Economic Development, Office of the Prime Minister and development partners, (ii) In collaboration with the Baxnaano MIS Specialist and Software Development firm, direct the development and manage the maintenance of the reporting module of the Baxnaano MIS to facilitate effective monitoring and reporting on implementation progress as well as the sharing of information for specific M&E needs between the project and other implementing agencies and/or stakeholders, (iii) Ensure that all monitoring tools including operations review, spot checks, beneficiary feedback and community dialogue are included in the monitoring mechanism, (v) Carry out other activities detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: www.molsa.gov.so.
- Selection Criteria:
Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
- Bachelor of education in economics, social science or other related field,
- Experience: 10 years of experience in working with public sector or NGO/INGOs especially in the field of Monitoring and Evaluation, data collection and quality assurance. The candidate should have at least 5 years relevant background and experience in monitoring and evaluation of government projects in Somalia,
- The candidate must have demonstrated experience in designing and implementing M&E systems in a multi- faceted Projects,
- Fluency in written Somali and English, with the ability to produce high quality written products, evidence through a strong track record.
- Duration: The duration for the assignment is 12 months, renewable based on satisfactory performance and availability of budget.
- The Ministry of Labour and Social Affairs now invites eligible Individual to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services.
- The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
