Project ID No. P 150595

The Republic of Seychelles has received financing in the amount of US$ 290,000 equivalent from the World Bank toward the cost of the Implementation of the Extractive Industries Transparency Initiative Project, and it intends to apply part of the proceeds to payments for consulting services to be procured under this project.

The Implementation of the Extractive Industries Transparency Initiative Project includes the following three components: (1) Options for Petroleum revenue management in Seychelles; (2) Institutionalization of EITI in Seychelles and (3) Multi-Stake Holder Group (MSG) Capacity building in oil sector and petroleum revenue management.

The consulting services, which will be financed as part of the project,involve the following recruitments:

(1) Consulting company to enhance the capacity of the MSG through:

  • Training on: (i) Environmental risks which are associated to offshore oil development and best practices in environmental risk management; and (ii) Oil contracts (Production Sharing Agreements, Concessions, etc.), (iii) "Open Filing" procedures for accepting applications for petroleum concessions; (iv) Negotiation of petroleum contracts.
  • Study articulating options for petroleum revenue management in Seychelles.

(2) Independent Administrator to prepare the first EITI Report for Seychelles.

(3) Lawyer to assist the Petroleum MSG in preparing the legal framework for the Seychelles EITI, including legislation amendments to remove any obstacles for EITI implementation.

(4) Coordinator of EITI implementing countries to share their experiences with EITI implementation, preferably coordinators of island oil producing countries such as Trinidad and Tobago, Timor Leste, and Tanzania.

Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 edition modified in July 2014).

Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business, dgMarket, EITI Seychelles web page, SeychellesNation and Seychelles Today.

Procurement Plan will be in accordance with the World Bank's proceduresas governed by the latest version of consultant guidelines (January 2011 edition modified in July 2014).
