- Background
Minister of Labor and Social Affairs is seeking Operations Officer for Baxnaano Project. The Operations Officer will be a key member of the Baxnaano Operation Team supporting implementation of Baxnaano interventions in line with MoLSA’s Operation Manual(s). The incumbent will be expected to support implementation of all aspects of the project cycle as well as management and delivery of all activities expected under the project, ensuring fiduciary and safeguards compliance, and maintaining close contact with implementing partners on day-to-day operational issues. The Operations Officer will report directly to the Operations Team Lead.
- Responsibilities of the assignment
The overall responsibilities of Operations Officer are (i) Supporting implementation of Baxnaano interventions, including but not limited to communication, mobilization, enrollment, case management, monitoring and evaluation, payments, trainings, grievance management and economic inclusion in consultation with implementation stakeholders, (ii) Support budget, financial management and reporting, facilities management, administration, supply and logistics management, human resources, and safety and security , (iii) Ensure that all operations are in line with program requirements and all operational aspects function effectively at Federal, FMS and local levels. Continually introduce improvements to the operations, consistently delivering greater cost effectiveness and value for money, (v) Carry out other activities detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: www.molsa.gov.so.
- Selection Criteria:
Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
- Bachelor’s degree (Preferably Master degree) in one of the following areas: Management and Business Administration; Public Administration and Management; Public Finance; and related operations function (Leadership, Human Resources, Project Management, etc.)
- 5 years of relevant working experience at the national or international level in a social protection (or other relevant) project/program operations management area including budget; financial management and reporting; facilities management; administration; supply and logistics management; and human resources management.
- Skills in the usage of computers MS Office packages
- Proficiency in English as well as in Somali languages is a must.
- Duration: The duration for the assignment is 12 months, renewable based on satisfactory performance and availability of budget.
- The Ministry of Labour and Social Affairs now invites eligible Individual to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services.
- The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
