REQUEST FOR CURRICULUM VITAE FOR INDIVIDUAL CONSULTANT TO DESIGN, BUILD AND IMPLEMENT OR ADAPT FROM AN EXISTING MARKET SYSTEM, A SOFTWARE INVENTORY MANAGEMENT SYSTEM FOR THE MOH BIOMEDICAL ENGINEERING UNIT

BACKGROUND INFORMATION

The Government of Swaziland (GOS) has emphasized health as apriority on the national agenda. The 2009 National Health Sector Strategic Plan (NHSSP) identifies critical areas in the health sector thatrequire support, and aims to improve poor health outcomes and inefficiencies. The World Bank and EU-financed Health, HIV/AIDS and TB project supports the Government in its commitment to improve the health status of the Swazi population. Specifically, the project will: (i) Strengthening the capacity of the health system, ii) improve access to, and quality of health services in Swaziland, with a particular focus on primary health care, maternal health and TB, and (ii) increase social safety net access for OVC.

The MOH now invites interested, qualified candidates to indicate their interest in providing technical support and services under this consultancy. Selection shall be on the basis of examination andcomparison of the qualifications of the individual candidates as evidenced by their CVs. The selected individual shall be requested to submit a costed offer to undertake the work

OBJECTIVE

The main purpose of the consultancy is to design, build and implement or adapt from an existing market system, a software inventory management system for the MOH Biomedical Engineering Unit. For the management and monitoring of maintenance for non-medical and medical equipment, infrastructure and procurement cost of medical equipment and spare parts.

Specific Objectives

  • To design /build or adapt from an existing market one, an inventory management software system.
  • To train thebiomedical engineering unit engineers, technicians and artisans from the central and regional levels in the operation of the system.

DESCRIPTION OF SERVICES

The consultant will conduct the following activities:

  • Perform a needs assessment on inventory management for the Biomed Engineering unit at MOH (including Regional offices)
  • Prepare a document containing the basic requirements for the implementationof an automated inventory management system
  • Prepare a GAP analysis in order to determine the number , types and location of equipment, connectivity issues and other related aspects
  • Prepare a document containing the training needs for the Biomedical Engineering unit (including Regional levels) to manage the system.
  • Design, build and implement or adapt and implement an inventory management system (software) for the Bio-Medical Engineering Unit.

REQUIRED QUALIFICATIONS AND EXPERIENCE.

  • Degree from a recognized University, in Information Technology, or equivalent, a Master's degree will be an added advantage.
  • Experience of not less than seven years (7) in software development or adaptation, or in software programming.
  • Not less than three proven successful experiences in software design/adaptation and implementation during the last five in developing countries. Experience in the SADC region will be an added advantage.
  • Consider including 'previous experience in developing or maintaining anasset management system'
