REQUEST FOR CURRICULUM VITAE FOR SENIOR FINANCIAL MANAGEMENT SPECIALIST
Background Information
The Ministry of Health and Deputy Prime Minister's Office is implementing the Health, HIV/AIDS and TB Project which is jointly funded by the World Bank, European Union and the Government of Swaziland. Specifically, the proposed project will: (i) improve access to and the quality of health services in Swaziland with particular focuses on primary health care, maternal health and TB, and(ii) increase social safety net access for OVC.
The project will be implemented by the two Ministries through the project implementation/coordination teams. The team will be led by the project coordinator and the under-listed positions are tenable at the Ministry to enhance project implementation. Applications are invited from suitably qualified citizens and non-citizens for the following position at the Ministry of Health
Qualification: Bachelor's degree in finance, accounting, business, economics, or commerce plus professional accounting qualifications (CA, CPA, ACCA, CIMA). Master's degree will be an advantage.
Experience At least seven (7) years of experience in accounting and financial management.
- Relevant knowledge of International Public Sector Accounting Standards (IPSAS) and the International Financial Reporting Standards (IFRS) desirable.
- Knowledgeof the Bank's accounting systems preferable and/or experience with accounting systems with a comparable level of complexity and high degreeof integration.
- Knowledge of/and skills inapplying work programming, budgeting and financial management tools and techniques to support effective and efficient resource management and business planning.
- Work experience in preparing and monitoring budgets as well as experience in monitoring expensesrelative to planned allocations.
Attributes:
- Ability to research, analyze and synthesize information, interpret data, retrieve information from computerized accounting systems, and to clearly and concisely summarize results.
- Strong quantitative skillsand attention to details.
- Proficiency in Microsoft Windows applications, namely Excel, Word and Power Point. Demonstrated ability to learn new technology quickly and effectively use it for maximum productivity.
- Strong communication skills with ability to prepare presentations and discuss findings in written and oral form.
- Results-oriented personalitywith proven problem-solving skills.
Contract Period: Initial two-yearcontract, subject to review after the first year, with possibility ofextension dependent on performance.
Main Purpose of the Job: To ensure timely implementation of procurement activities (including the planning and implementation and supervision of all procurement operations) under the project in compliance with Bank procurement guidelines and as agreed in the Loan Agreement.
Duties
Programming, Planning & Budgeting:
- Assist in the development of the project work program and budget.
- Monitor and review the work program, budget, external funding (e.g., monitoring of projects), chargeback, etc., identify issues, and discuss them with the PIT.
- Monitor implementation of and compliance with procedures and systems for financial management.
- Provide information and analyses with respect to the management of resources (e.g., budget, work program, unit costs/performance measures, etc).
- Collect budgetary information required as inputs for sectoral quarterly reviews (including collecting,integrating, and analyzing data for all funding sources, as relevant).
Financial Control, Reporting and Communication:
- Maintain internal controls by monitoring expenses, revenues, and administrative transactions to ensure that all activities, including project-related activities, adhere to the guidelines of the Bank's policies and procedures
- Maintain adequate financial management arrangements to support the deployment of project resources in an economic, efficient and effective manner to achieve the desired objective.
- Monitor and review the work program and external funding, identifying issues andpreparing reports for management as needed.
- Proactively establish and maintain interface with internal technical unit clients, including the provision of analysis to managers on the management of resources, as well as, participate in the meetings with the unit management, as needed.
- Advise staff in technical units in order to improve knowledge, awareness and compliance with respect to budget policies and internal control procedures.
- Help in reviewing financial progress against agreed grant agreements to ensure consistency with donor agreements and program guidelines and identify issues and advise the Program Manager(s) appropriately.
- Coordinate the preparation of quarterly interim financial reports and annual financial statements and ensure timely submission to all stakeholders.
- Provide inputs to internal and external progress reporting and monitoring of the program in accordance with the terms of donor agreements and Bank policies.
- Liaise with the internal/external auditors and follow upactions on any audit queries/management letters. Prepare for audits and respond to audit team as required.
- Supervise and review the work of the intermediate financial management specialist.
- Report tothe Project Coordinator of the PIT.
- Assist with any other relevant duties assigned.
