  • The Ministry of Finance and Planning has received financing from the World Bank toward the cost of the Enhancing Community and Local Governance Project Phase II (ECRP II) and intends to apply part of the proceeds toward payments under the contract for Renovation of Local Government Board Office Building. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
  • The Ministry of Finance and Planning now invites sealed Bids from eligible Bidders for the Renovation of Local Government Board Office Building as per the Schedule of Requirements below:

(B): The Bidder registered outside South Sudan: authenticated copies of the following should be provided in the bid

  • Valid Legal Status of Company
  • Certificate of Incorporation and necessary legal permits to conduct business.
  • Valid Income Tax Clearance certificate from home country indicating that company has duly paid all his/her tax liability over the last two years.
  • Interested eligible Bidders may obtain further information from the Project Manager (ECRP II), Project Management Unit of Ministry of Finance and Planning and inspect the Bidding document during office hours at the Office of the Project Management Unit of Ministry of Finance and Planning from 0900 to 1700 hours South Sudan local time on working days at the address given below.
  • The Bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Six Hundred Thousand South Sudan Pounds (600,000.00 SSP) or its equivalent in United States Dollars. The method of payment will be Cash to the Project Finance Officer. The document will be sent by email, on instruction of the bidder or picked in person by bidders, whichever is convenient.
  • Bids must be delivered to the address below on or before 10:00 hours Local Time on 3rd April 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below 10:00 hours Local Time on 25th July 2025.
  • All Bids must be accompanied by a Bid Security of Four Thousand United States Dollars (US$4,000) from a reputable Bank in the form provided in this Bidding document and shall be valid 28 days after bid validity period.
  • All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
