REQUEST FOR EXPRESSION OF INTEREST TERMS OF REFERENCE FOR CONSULTANCY SERVICES BY A FIRM TO DEVELOP DETAILED BUSINESS PLANS FOR LIVELIHOOD SUBPROJECTS ACROSS DIFFERENT VALUE CHAINS FOR RWANDA GEF-8 PROJECT INTERVENTION AREA IN THE NYUNGWE–RUHANGO CORRIDOR, SOUTHERN PROVINCE The Rwanda Environment Management Authority (hereinafter called ‘’Client”) on behalf of the Government of Rwanda has received funds from the World Bank. The client intends to apply a portion of the funds to eligible payments under the contract for which this EOI is issued.

Rwanda Environment Management Authority (REMA) invites qualified consultancy firms to submit bids for call for expression of interest as indicated in details in the Terms of Reference (ToRs). Expression of interests must be received not later than the date and time indicated in the umucyo Rwanda e-procurement system. Expression of interests must be submitted through the Rwanda On-line e-Procurement System (System(http://www.umucyo.gov.rw).

The ToRs should be obtained from the E-Procurement system for Rwanda (www.umucyo.gov.rw) free of charge. Enquiries regarding this consultancy may be addressed to the Rwanda Environment Management Authority (REMA) through the e-procurement system. All interested consultants may obtain further information and clarification by writing using the e-procurement system.

A shortlist of interested firms, whose expression of interest shows a willingness and ability to carry out the proposed assignment, will be invited to submit technical and financial proposals. Bidding will be conducted in accordance with the Law N° 031/2022 of 21/11/2022 governing public procurement.
