Description

INTERNATIONAL NOTICE OF EXPRESSION OF INTEREST

For the Selection of a Technical Assistant - Specialist in Public Sector Human Resources Management

The Government of the Republic of Guinea-Bissau has obtained financing of 20.0 million US dollars from the International Development Association (IDA) for the implementation of the second phase of the Public Sector Strengthening Project (PRSP II) and intends to use part of these funds to make the payments authorized under the following contract: “Technical Assistant - Specialist in Public Sector Human Resources Management ”.

The project is structured into three components, which are:

1 - Reinforcement of the basic systems for treasury management and planning, with the preparation and implementation of the Single Treasury Account (CUT);

2 - Strengthening Human Resources Management Systems and Practices and includes support for (i) the re-engineering of human resources and pension management processes in the Public Administration; (ii) strengthening digital payroll, human resources and pension management systems in the Public Administration; and (iii) improving the quality of the server database; and

3 - Reinforcement of staff capabilities, particularly in the areas of public finances, namely public procurement; financial management, customs administration and monitoring & evaluation.

The PRSP intends to hire a Public Sector Human Resources Management Specialist, who will provide technical advice, strategic guidance and quality assurance, as well as supporting the effective coordination and management of the implementation of activities related to human resources and social security management and other activities that, by their nature, have been included in Component 2.

The overall objective is to provide strategic guidance, technical advice, and quality assurance, as well as support effective coordination and management of activities related to human resources and pension management under Component 2. This will include support in the preparation of Terms of Reference, evaluation of proposals, and quality assurance of deliverables during project implementation.

Strategic guidance, technical advice and quality assurance is expected to include the following areas:

  • Sequencing and scope of human resource management (HRM) and pension management reforms.
  • Update of the personnel register and the pension database, including (i) issuance of ECOWAS compliant National Identification Documents (NIDs) for civil servants and pensioners; (ii) a census of civil servants and pensioners; (iii) updating data in HRMIS based on these two activities.
  • Re-engineering and digitization of human resource and pension management processes.
  • Implementation and/or upgrading of a Human Resources Management Information System (HRMIS).
  • Support activities to improve HRM capacities in the Ministry of Education.
  • Training, communication and change management across above activities.

Supervision of project implementation is expected to include

  • Provide input to the annual work plan and budget in close cooperation with project beneficiaries.
  • Participate in the evaluation of tenders, selection of consultants, and assist in the preparation of evaluation reports and contract negotiations.
  • Support coordination of Component 2 activities, including supervision of consultants, vendors and service providers to ensure timely and effective delivery.
  • Monitor the implementation of contracts for the procurement of goods, works and services and ensure that the deliverables meet the agreed technical requirements.
  • Regularly monitor and report on Component 2 activities and performance indicators in close cooperation with the Monitoring and Evaluation Specialist.
  • Provide information to the PIU Coordinator and the Government for the preparation of reports to the World Bank.
  • Promptly escalate internal and external issues, concerns and/or risks to ensure issues are addressed in a timely manner so as not to impact the project schedule.

Required Skills and Competencies

  • Master’s degree in public administration, social sciences, human resource management, or a related field.
  • At least 10 years of relevant experience in human resource management, preferably within the public sector. This may include designing, updating, and implementing HRM policies and regulations; supporting organizational restructuring and reform initiatives; supporting the re-engineering and digitalization of HRM processes; rolling-out and/or handling Human Resources Management Information Systems (HRMIS); conducting training, communication and change management activities, among others.
  • Proven track record of supporting the delivery of project operations within the World Bank or similar entities will be considered and asset.
  • Previous work experience in Africa and prior experience in a Fragile Conflict and Violence (FCV) environment will be considered an advantage.
  • Fluency in Portuguese. Working knowledge of English a plus (listening, reading, writing, speaking).
  • Knowledge of public sector HRM frameworks: Familiarity with civil service laws, collective bargaining processes, and public sector organizational structures.
  • Analytical skills: Ability to analyze public sector administrative data, identify trends, and provide actionable insights.
  • Leadership skills: Vision to drive organizational change, resilience and adaptability to manage complex public sector dynamics and reforms.
  • Strategic thinking: Proficiency in aligning HRM practices with long-term organizational goals.
  • Interpersonal skills: Strong communication and negotiation abilities to manage diverse stakeholder needs.
  • Results orientation: Strong motivation for results, taking personal responsibility to meet deadlines and achieve agreed results.
  • Ethical judgment: High level of integrity and commitment to fairness, equity, and transparency. Strong commitment to public service values and ethics.
  • Team player: Proven ability to function effectively as a member of multidisciplinary teams and resolve conflicts constructively. Ability to establish and maintain effective working relationships.

A consultant will be recruited according to the Individual Consultant selection method, as described in the Public Procurement Regulations for Borrowers of World Bank Investment Project Financing Operations, Fifth Edition September 2023, section ‘Selection methods for consulting services’, paragraphs 7.36 to 7.37.

Para a Selecção de um Assistente Técnico - Especialista em Gestão de Recursos Humanos do Setor Público

O Governo da República da Guiné-Bissau obteve um financiamento de 20,0 milhões de dólares americanos da Associação Internacional de Desenvolvimento (IDA) para a implementação da segunda fase do Projecto de Reforço do Sector Público (PRSP II) e tem a intenção de utilizar una parte desses fundos para efectuar os pagamentos autorizados a título do contrato seguinte: «Assistente Técnico - Especialista em Gestão de Recursos Humanos do Setor Público».

O projecto está estruturado em três componentes que são : 1 - Reforço dos sistemas de base para a gestão e o planeamento da tesouraria, com a elaboração e a implementação da Conta Única do Tesouro (CUT); 2 - Reforço dos Sistemas e Práticas da Gestão dos Recursos Humanos e inclui o apoio (i) à reengenharia dos processos de gestão de recursos humanos e das pensões da Administração Pública; (ii) ao reforço dos sistemas digitais de gestão da folha de pagamento, dos recursos humanos e das pensões da Administração Pública; e (iii) à melhoria da qualidade da base de dados dos funcionários públicos; e 3 - Reforço das capacidades do pessoal, em particular nos domínios das finanças públicas nomeadamente a contratação pública; a gestão financeira, a administração aduaneira e no domínio de monitoramento & avaliação.

O PRSP pretende contratar um Especialista em Gestão de Recursos Humanos do Setor Público, que prestará assessoramento técnico, orientação estratégica e garantia da qualidade, bem como apoiará a coordenação e gestão efetivas da implementação das atividades relacionadas a recursos humanos e gestão previdenciária e outras atividades que, por sua natureza, tenham sido incluídas no Componente 2.
