- The Government of The Gambia has received financing from the World Bank toward the cost of Digital Transformation for Africa/ Western Africa Regional Digital Integration Project and intends to apply part of the proceeds towards payments under the contract for procurement of Mobile Radio Spectrum Monitoring System financing from the World Bank: For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
- Digital Transformation for Africa/ Western Africa Regional Digital Integration Program now invites sealed Bids from eligible Bidders for the procurement of Mobile Radio Spectrum Monitoring System for Gambia Public Utility and Regulatorily Authority (PURA). The non-consulting services required include the supply, installation, testing, commissioning, and training of personnel on the system's operation.
The scope of work includes:
- Supplying Mobile Radio Spectrum Monitoring vehicle and equipment
- Installing and testing the system to ensure it detects radio signals and interference accurately
- Commissioning the system for full operational readiness
- Training personnel and providing technical support
The duration of the project is six months[1], covering all aspects from delivery to commissioning and personnel training. Bidders must meet the technical and financial criteria and have relevant experience in similar projects.
- Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” dated July 2023 Procurement Regulations edition as per legal agreement] (“Procurement Regulations”) and is open to all eligible Bidders (or only to prequalified Bidders as the case may be) as defined in the Procurement Regulations.
- Interested eligible Bidders may obtain further information from Digital Transformation for Africa/Western Africa Regional Digital Integration Program at Ministry of Communication and Digital Economy, Tenengfara Business Complex, Bakau, The Gambia, West Africa or via [email protected] / [email protected] / [email protected] and inspect the bidding document during office hours 8:00 am to 16:00 hours from Monday to Thursday and 8:00am to 12:30 pm Friday 8:00 am to 12:30 pm at the address given
- The bidding document in English Language may be may be purchased by interested eligible Bidders upon the submission of a written application to the address below or the following email addresses [email protected] / [email protected] / [email protected] and upon payment of a nonrefundable fee of USD600.00 ( Six Hundred United States Dollars Only). The method of payment will be Cash or by bank transfer. The document will be sent by hardcopy or Email.
- Bids must be delivered to the address below on or before 13:00 hours, 9th October 2024. Electronic Bidding will be permitted and should be sent to the email addresses listed below on or before 13:00 hours, 9th October 2024. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below 9h October 2024 at 13:10 hours. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
- All Bids must be accompanied by a “Bid Security” or “Bid-Securing Declaration,” as appropriate of USD160,000.00 (one hundred and Sixty Thousand United States Dollars Only).
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
