Consultancy Services for a Training Services Provider

  • Background: This request for Applications follows the General Procurement Notice (GPN) for this project that appeared in UN Development Business, issueNo. 748 of 16 March 2009.

The Government of Southern Sudan (GOSS) through the Government of National Unity of the Republic of Sudan has requested for financing from the World Bank towards the cost of the Rapid Impact Public Finance Management Project which is intended to introduce improvements in the fiduciary systems. This is expected to have far-reaching consequences forprocessing of financial transactions, accounting, recording and reporting over the coming years. The components of the project include technical advisory services on public finance, internal audit and public procurement; development of long term and sustainable training of accountancy and public finance personnel; and building capacity of the directorates of Taxation and Revenue.

It is intended that part of the proceeds of the grant will be appliedto eligible payments under the contract for a Training Services Provider This position is only open to consulting firms.

  • Objective: The consulting assignment is aimed at training, assessing and qualifying candidates in financial management including budgeting, accounting, internal audit, procurement and other fiduciary services, using the training and examination methods of known and recognized professional institutions (CIPFA, ACCA etc.).
  • Scope of services: The Training Provider, working in conjunction with the Management Faculty at the University of Juba and the Government Accountancy Training Centre (GATC) shall achieve this objective by carrying out not less than the following tasks (in brief):

I.      Develop a course to train fresh graduate with relevant background in accounting to enable them perform accounting, procurement and audit duties within the Government of Southern Sudan (GoSS);

II.      Develop the programmes in several modules and for each module providethe objectives, the course content and the duration. The course content should include relevant public sector accounting elements, including procurement, account and audit;

III.      Develop job descriptions in coordination with MoFEP for the positionsthat the new recruits will fill;

IV.      Structure the course program and content to enable trainees to be examined based upon internationally recognized technical professional accreditation systems (ACCA, CIPFA etc.). The course should culminate in the administering of this examination as a requirement of graduation;

  • The RIPFM now invites eligible consultancy firms to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services(brochures, description of similar assignments, experience in similarconditions, availability of appropriate skills among staff, etc). Consultancy firms may associate to enhance their qualifications.
  • Selection Method: The Request for Proposal (RFP) that would be prepared based on this Request for Expressions of Interest will provide shortlisted consultants four weeks within which to submit their Technical and Financial Proposals.

This is a Request for Expression of Interest, not a Request for Proposal; consultancy firms are expected to provide a profile of their organizations citing general firm experience and qualifications and experience of key staff, without providing any financial information. Following a shortlist, a detailed RFP will be sent to the shortlisted firms.

A consultancy firm or firms (in the case of a joint venture or an Association) will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrower, May 2004, Revised October 2006.

  • Duration: The Training Provider will be contracted for a 2 year period, of which the initial 3-6 month period would serve as an inception period, and the remaining 18-21 months would be for the implementation of the training programme.
  • Submission of EOIs: Expressions of interest (EOI) must be delivered in sealed envelopes, or by email attachment to the address below by 5.00 pm East African Time (GMT+3) on Wednesday 5th August, 2009.
