ESWATINI WATER SUPPLY AND SANITATION ACCESS PROJECT

Assignment Title: Consulting services for Assessment of Existing Water Supply and Sanitation Conditions of Institutions (Schools & Early Childhood Care and Education Centers and Health Care Facilities) in the Shiselweni Region of Eswatini for the Eswatini Water Supply and Sanitation Access project in the Kingdom of Eswatini.

The Government of the Kingdom of Eswatini, Ministry of Natural Resources and Energy has applied for financing from the World Bank towards the cost of the ESWATINI WATER SUPPLY AND SANITATION ACCESS PROJECT and intends to apply part of the proceeds to consulting services under the Ministry of Health, Environmental Health Department.

The consulting services (‘’services’’) include support to the Ministry of Health, Environmental Health Department (EHD) with the Assessment of Existing Water Supply and Sanitation Conditions of Institutions (Schools & Early Childhood Care and Education Centers and Health Care Facilities) in the Shiselweni Region of Eswatini.

The duration of the assignment is expected to be 75 working days. The scope of the project includes, but is not limited to developing a general baseline assessment of the status of WASH in schools, ECCECs and HCFs countrywide and a more comprehensive assessment in the targeted Tinkhundla (Shiselweni I, Hosea and Zombodze) of the Shiselweni region.

The EWSC (Eswatini Water Services Corporation) now invites eligible consulting firms (‘’Consultants’’) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Advanced university degree in engineering and / or architecture.

• Minimum 10 years relevant professional experience on issues related to sustainable development, human development, and WASH.

• Experience in the WASH interventions and intersections with health, nutrition and education highly desired.

The attention of interested Consultants is drawn to paragraphs 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018 setting forth the World Bank’s Policy on Conflict of Interest.

Consultants may associate with other firms to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties.

A Consultant will be selected in accordance with the QCBS method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018.
