  • Background

The Government of South Sudan, through the Ministry of Finance and Planning (MoFP) has received a grant from the World Bank towards the cost of implementing the Public Financial Management and Institutional Strengthening Project (PFMIS). The project aims to advance critical PFM reforms that will lay a strong foundation for more advanced reforms, strengthen key oversight institutions, and improve budget transparency and overall PFM outcomes in the country.

One of the key project interventions is to strengthen treasury management through streamlining of functional/business processes, enhancing cashflow forecasting capability and supporting the implementation of the treasury single account (TSA) to ensure predictability in the execution of the budget. The Project therefore envisages improving the existing regulatory framework and functional processes for treasury management, supporting the definition and implementation of TSA, enhancing the capacity of the Treasury Department in cashflow forecasting and improving the cash management regulatory and operational environment to ensure the effective and efficient cash management practices within the PFM system.

It is against this background that the Ministry of Finance and Planning intends to engage an Individual Consultant to provide advisory services on treasury management to the Treasury Department of the Directorate of Accounts.

  • Scope of Work and Responsibilities:

The Treasury Advisor will support the Treasury Department of MoFP in carrying out a detailed business process review (BPR), and design an improvement plan for relevant services and its inter-connectivity with the Budget Directorate of the Ministry of Finance and Planning, line Ministries, Revenue collection agencies and the Bank of South Sudan among others

The Consultant will be required to undertake all tasks and deliver the outputs detailed in the Terms of Reference (TOR) that will be provided upon request through the email contact below.

  • Selection Criteria:

Selection shall be based on qualification and experience of the candidate and followed by an interview. The qualification and experience required for shortlisting include:

  • A minimum of a Master’s degree in Accounting, Audit, Finance, Public Finance Management or Law from a recognized institution. A professional certification such as CFA, ACCA, CPA, or CIMA will be added advantage.
  • A minimum of 10 years’ experience in the implementation of PFM reforms particularly in the areas of treasury management, performance improvement and supporting government Finance and Treasury Functions in a similar post-conflict setting.
  • Expert knowledge of general treasury management including revenue collection and management, financial modelling, forecasting, debt management and budgeting are important.
  • An established track record demonstrating the ability to conceptualize, design and implement country or sector specific change management strategies and/or business process reviews. International experience, particularly working in a multi-disciplinary, multi-ethnic and multicultural environment, will be an asset.
  • Fluency in English language is a must, and other local languages is an advantage.

The shortlisted candidates will be invited for an interview. Consultant will be required to possess the experience, skills and competences listed in the TOR.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.

  • Duty Station and Duration:

The position is based in Juba, South Sudan and the assignment will be carried out over a period of 12 months with a possibility of extension subject to performance and requirements of the Project.

  • The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest
  • A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
  • The MoFP now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon request through the e-mail given below.
  • Submission of Applications and deadline:
