Assignment Title: National Disaster Management Agency Information Technology System Advisor Specialist

Background

Disaster Risk reduction and management relies on information technology solutions to monitor, collect, analyse and disseminate risk and hazard information for decision making, planning and preparedness under uncertainty. Though the advancement of information technology has made disaster risk reduction and management (DRRM) easier, the NDMA has not fully succeeded in applying and integrating information technology systems into its operations in innovative ways.

The Government of the Kingdom of Eswatini (GoE) is developing a program that will help institutionalize drought preparedness throughout the country financed by the World Bank titled, “Eswatini Water Supply and Sanitation Access Project.” The project include the development of a drought monitor and early warning system, pilot drought contingency plans in key locations and/or sectors, explore drought risk financing/insurance mechanisms, embark on a longer-term investment planning exercise for water security through improving the provision and use of information for drought mitigation, response planning and management. Through this project, the Eswatini Water Services Corporation (ESWC) now seek to engage an experienced, skilled, competent, mature, qualified, creative, and intelligent candidate with significant knowledge and relevant working experience for the position of IT Advisor Specialist to support the National Disaster Management Agency (NDMA) composite drought index (CDI) development and operationalization, provide strategic guidance on the integration and implementation of business solutions leveraging on existing IT infrastructure and where necessary improving it and aligning the IT systems infrastructure and related services with NDMA objectives for efficient and effective service delivery and meeting the required objectives and goals. Well integrated and implemented IT systems and tools are a foundation and essential for efficiency, collaboration and coordination. These allow for innovation and transform organization services through efficiency, transparency, and accountability and reduce the transaction times and redundant layers of bureaucracy.

Objective of the IT Advisor Specialist Consultancy

The overall objective of this consultancy is to support the composite drought index (CDI) development and operationalization, provide strategic guidance on the integration and implementation of business solutions leveraging on existing IT infrastructure and where necessary improving it, including aligning the IT systems infrastructure and related services with NDMA objectives for efficient and effective service delivery and meeting the required objectives and goals. Consultant Qualification and Experience

The EWSC (Eswatini Water Services Corporation) now invites eligible Individual Consultants (‘’Consultants’’) to indicate their interest in providing the IT Advisor Specialist Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform these Services. The shortlisting criteria are:

  • Advanced university degree in Computer Science or related field.
  • Minimum 10 – 15 years’ professional experience in the field of information technology systems, preferably with programming and experience in business systems integration.
  • Demonstrating professional competence and mastery of composite drought indices (CDI) and drought risk management processes The attention of interested Consultants is drawn to paragraphs 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018 setting forth the World Bank’s Policy on Conflict of Interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018.
