  • Project Background

The Government of the Kingdom of Eswatini through the Ministry of Health (MoH) entered into a loan agreement with the World Bank effective 10 December, 2020, to implement a Health System Strengthening for Human Capital Development Project in Eswatini (HSSHCDP). The project focuses on strengthening the health system and ramping up investments in reproductive, maternal, new-born, child and adolescent health (RMNCAH), nutrition, and non-communicable disease (NCD) services to address critical human capital challenges, including stunting and child and adult mortality, applying a life course approach. The project has four components namely; Component 1: Improve health service delivery to increase the coverage and quality of health services to build human capital; Component 2. Increase community demand for RMNCAH, nutrition and NCD services; Component 3. Strengthen the MOH’s stewardship capacity to manage essential health and nutrition services and project activities and Component 4: Contingent Emergency Response.

  • Background to the Assignment

The MoH has committed itself to implement one-health approach to improve human, plant, and animal health. This approach aims at promoting safe and environmentally friendly health care waste management in an integrated manner that is environmentally and economically sustainable.

The quality of care and health facility readiness assessments in response to COVID 19 which was conducted in November 2020, focussed mainly on the infection prevention and control (IPC) aspect excluding the environmental and biosafety components. This assignment will increase the scope of the assessment and introduce a systematic management approach for sustainability. The Environmental Health Department (EHD) and IPC Programme intends to improve the management of environmental health, IPC, patient safety, biosafety and food safety in health care facilities (HCFs) in Eswatini, particularly in the fourteen (14) Regional Hospitals and Health Centres.

The intention is to implement an integrated management system that consists of ISO 14001:2015 Environmental Management Systems; World Bank Environmental and Social Standards; World Bank Group Environmental, Health, and Safety Guidelines; ISO 45001:2018; Occupational Health and Safety Systems; WHO IPC Standards; Eswatini National IPC Guidelines, Quality of Care Standards; ISO 22001:2018 or Hazard Analysis Critical Control Point (HACCP) Food Hygiene Systems, ISO 31001:2018 Risk Management Systems, Quality Management System, ISO 9001:2015 Requirements.

The Terms of Reference below seek to identify a consultant to conduct a gap analysis for the environmental health and infection prevention control activities and recommend improvements.

  • Objective of the Consultancy:

The objective of the assignment is to review the gaps in management of environmental health and IPC aspects at the national level and selected HCFs using an integrated and comprehensive gap analysis tool.

  • Qualifications and experience of the Consultant
  • Academic qualifications
  • Master’s degree in Public Health or Environmental Health Sciences or any equivalent program.
  • Experience
  • At least 10 years work experience in Public Health / Environment Health sector especially in IPC;
  • At least 5 years work experience in management system application and maintenance;
  • Qualified and registered Auditor will be an added advantage.
  • Competencies
  • Excellent analytical and writing skills
  • Fluency in verbal and written communication skills in English
  • Good information technology skills for word processing and data analysis.
  • Assignment Timeframe

The assignment will be Forty (40) days spread over Four (4) months.
