The Government of Somaliland has received financing from the World Bank toward the cost of Enhancing Public Resource Management Project (SERP) and intends to apply part of the proceeds for consulting services.

The Consulting Services (the Services) will Enhancing tax policy capabilities through various measures and Enhancing and standardizing internal revenue management systems and capabilities include eight key areas: 1) Strengthening the Tax Policy Unit (TPU) which is at a preliminary stage of development, 2) supporting the TPU to conduct a problem-driven analysis and reform of tax instruments, 3) drafting regulations or guidance notes for the new laws, 3)establishing the reporting framework on the preparation of quarterly and annual revenue performance reports and disclosing them online, 4)establishing a system for documenting tax expenditures to produce yearly reports for legislative submission alongside annual budget documents, 5) supporting and implementing the Somaliland National Tax Policy (2021-2025, 6) Improving taxpayer services and communication, 7) upgrading and digitizing through relevant and compatible Integrated Tax Administration System (ITAS); and 8) skill development and educational opportunities; along with taxpayer guidance and support to encourage voluntary adherence to tax regulations.

The Somaliland Ministry of Finance and Economic Development (MoF&ED) now invites the eligible consulting firm (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. (Brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:

  • Core business of the firm and At least 5 years in business (general experience in proven experience in conducting KAP, attitude and perception surveys, and high-level data analysis.
  • Experience of conducting similar assignments (A minimum of 2 completed comparable projects in Somaliland or in an environment similar to that of Somaliland.
  • Experience of relevant services in government administrations and international donors; familiarity with the socio-economic and geographic context of Somaliland.
  • The technical and managerial organization of the firm. (Provide only the structure of the organization. Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 2020, September 2023 and February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
