REQUEST FOR EXPRESSION OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

ESWATINI WATER SUPPLY AND SANITATION ACCESS PROJECT (EWSSAP): SOCIAL AND BEHAVIORAL CHANGE CAMPAIGN

Assignment Title: Consulting services to conduct WASH (Water, Sanitation, and Hygiene) Social and Behavioural Research and develop complementary WASH Social and Behavioural Change campaign/interventions in targeted areas of the Shiselweni Region of the Kingdom of Eswatini for EWSSAP.

The Government of the Kingdom of Eswatini, Ministry of Natural Resources and Energy has received financing from the World Bank towards the cost of the ESWATINI WATER SUPPLY AND SANITATION ACCESS PROJECT and intends to apply part of the proceeds for these consulting services which will be under the Ministry of Health, Environmental Health Department, facilitated by EWSC (Eswatini Water Services Corporation).

The consulting services include supporting the Ministry of Health, Environmental Health Department (EHD) in conducting a WASH Social and Behavioural Research and developing a complementary WASH Social and Behavioural Change campaign/interventions in the targeted areas of Shiselweni Region of the Kingdom of Eswatini. The duration of the assignment is expected to be 36 months (phase 1: 12 months and phase 2: 24 months). The scope of the assignment includes, but is not limited is to; conducting formative research and developing complementary Social and Behavior Change Communications Strategy (SBCCS) to address key faecal-oral exposure pathways in the targeted three Tinkhundla (Zombodze, Hosea and Shiselweni I) and informal settlements of Nhlanagano and Hlatikhulu. It also involves supporting households with supervision of construction of domestic rural sanitation and hygiene facilities and providing training for their ongoing operation and maintenance.

The EWSC & EHD now invites eligible consulting firms (‘’Consultants’’) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • The firm should have a 10 years track record of developing evidence based and impactful behavior change and communication strategies and campaign material.
  • Experience in behavioural change communication capacity with demonstrated experience in creative concept development that can be used as a means to trigger a change in behaviour.
  • Experience in development of technical specifications, supervision of construction and training on construction and operation and maintenance to households of domestic rural sanitation and hygiene facilities
  • Experience of training and capacity building on behaviour change for public institutions and contractors and their employees
  • Experience of rural populations in Southern Africa or similar environments is essential.
  • Evidence of expertise in communication strategy development as well as product promotion approaches will be an added advantage.
  • Experience in rural sanitation or health sectors would also be an added advantage.

The attention of interested Consultants is drawn to paragraphs 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018 setting forth the World Bank’s Policy on Conflict of Interest.

Consultants may associate with other firms to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties.

A Consultant will be selected in accordance with the QCBS method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018.
