Assignment Title: Consultancy Firm to Support the Development and Implementation for the Retention of Children through the Strengthening of the Orphan and Vulnerable Children (OVC) Education Grant.

  • BACKGROUND OF THE PROJECT

The Ministry of Education & Training MOET has entered into a loan agreement with the World Bank towards the cost of Strengthening Basic Education Support to Human Capital Development in Eswatini, Project: P173151 and intends to apply part of the proceeds for consulting services.

  • BACKGROUND OF THE ASSIGNMENT

The Consultancy will support effective implementation of the retention of children through the strengthening of the Orphan and Vulnerable Children (OVC) Education Grant to address the social and economic factors that drive dropout at Junior and Senior Secondary level, it’s a 5-year project under the Ministry Education and Training. The OVC Education Grant Programme is a social protection programme that provides financial support to orphaned and vulnerable children enrolled in Government Junior and Senior Secondary Schools. They also have to review the current status of the programme (targeting, benefit amount, cost of school uniforms, transportation and other related expenses) and design OVC models, implement and evaluate of the OVC grant pilots to improve the effectiveness of the OVC Education Grant in selected areas; provide support to Government to develop strategy to improve effectiveness of the OVC programme in a sustainable manner and create a stronger link with the educational outcomes and implement the best OVC design suitable for Eswatini, with the intention to adopt a new regime for OVC.

INVITATION TO CONSULTANTS

The Ministry of Education & Training now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as stipulated in Terms of References.

The attention of interested Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017, August 2018, November 2020 and September 2023 setting forth the World Bank’s Policy on Conflict of Interest. Consultants may associate with other firms to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties.

The Consultancy firm will be selected in accordance with the Consultancy Qualification Base Selection method set out in the Consultant Guidelines.
