• BACKGROUND OF THE PROJECT

The Ministry of Education & Training MOET has entered into a loan agreement with the World Bank towards the cost of Strengthening Basic Education Support to Human Capital Development in Eswatini, Project: P173151 and intends to apply part of the proceeds for consulting services.

• BACKGROUND OF THE ASSIGNMENT

The Ministry of Education and Training (MOET) recognizes that in order for children to be prepared for Grade 1 and future learning, they need access to quality pre-primary schooling. The Government of Eswatini considers Early Childhood Care, Development and Education (ECCDE) a growing priority and recognizes that there is room for improvement to expand access to ECCDE services, as well as improve service quality among ECCDE providers. The overall aim of this consultancy is to provide technical expertise in the review, development and finalization of the Grade 0 and curriculum and 5-year-old children, as well as the development of teaching and learning materials to support the rollout of the curriculum in targeted grade 0 and ECCDE centers in Eswatini.

• INVITATION TO CONSULTANTS

The Ministry of Education & Training now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as stipulated in Terms of References.

The attention of interested Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017, August 2018, November 2020 and September 2023 setting forth the World Bank’s Policy on Conflict of Interest. Consultants may associate with other firms to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties.

The Consultancy firm will be selected in accordance with the Consultancy Qualification Base Selection method set out in the Consultant Guidelines.
