Specific Procurement Notice Request for Bids Provision of Transportation Services from Zambia to Malawi Employer (Procuring Entity): National Food Reserve Agency Project: Contingent Emergency Response Project (CERP) Contract title: Transportation of Maize from Zambia to Malawi for 103,629.33MT Country: Malawi RFB No: NFRA/PDU/S/TPTZAMBIA/25 Issued on: 12th November 2025 1. The National Food Reserve Agency has received financing from the World Bank toward the cost of the Contingent Emergency Response Project (CERP) and intends to apply part of the proceeds toward payment for the Transportation of Maize 2.
The National Food Reserve Agency now invites sealed Bids from eligible Bidders for the provision of transportation services of non-GMO White Maize 97,500 Metric Tonnes from Chipata in Zambia to Kanengo in Malawi 3. Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, Seventh Edition, September 2025” (“Procurement Regulations”) and is open to all eligible Bidders (or only to prequalified Bidders as the case may be) as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding document. 5. Interested eligible Bidders may obtain further information from The Procurement Officer, National Food Reserve Agency or asodzapanja@nframw.com and inspect the bidding document during office hours 7: 30a.m to 12:00 p.m. and 1:30 p.m. to 4:30 pm working days only at the address given below National Food Reserve Agency, Private Bag B450, Lilongwe.
- The bidding document in English may be purchased by interested eligible Bidders payment of a nonrefundable fee of MK10,000.00 and its equivalent in a freely convertible currency. The method of payment will be Cash.
The document will be sent by email, or you may choose to collect a hard copy. 7. Bidders may submit bids for one or more lots of 9,750 Metric Tonnes per lot up to a maximum of 9,500.00 Metric Tonnes for103,629.33 8.
Bids must be delivered to the address below National Food Reserve Agency, on or before 19th November 2025 at 10:00hrs. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below National Food Reserve Agency at Kanengo Silos, at exactly 10:00 hrs. on 19th November 2025.
All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. 9. All Bids must be accompanied by a Bid Securing Declaration Form 10.
