REQUEST FOR EXPRESSION OF INTEREST

Country: united republic of Tanzania.

This request for expression of interests follows the General Procurement Notice

for the Tanzania scaling up sustainable marine fisheries and aquaculture management (TASFAM) project which appeared in the UN Development Business Online on 5th June 2025.

The Revolutionary Government of Zanzibar through the United Republic of Tanzania has received financing from the World Bank towards the cost of Tanzania Scaling up Sustainable Marine Fisheries and Aquaculture Management (TASFAM) Project and it intends to apply part of the proceeds of the financing to cover eligible payments under the contract for Consultancy Services for the TASFAM project communication, education and awareness raising strategy in Tanzania (Ministry of Livestock and Fisheries, (MLF_ in Tanzania Mainland, Ministry of Blue Economy and Fisheries (MBEF) in Zanzibar & Deep-Sea Fishing Authority (DSFA).

The communication specialist will support the project implementation teams across all the three implementation institutions - Ministry of Livestock and Fisheries (MLF), the Ministry of Blue Economy and Fisheries (MBEF), and the Deep-Sea Fishing Authority (DSFA). The project needs to develop a Comprehensive Approach to Information, Communication, and Awareness Development within the project.

The Communication Specialist will be required to Conduct a communication needs assessment and stakeholder analysis, Review existing communication strategies and lessons learned from similar projects, Develop a communication framework with clear objectives, audiences, messages, and channels (in alignment with TASFAM’s Stakeholder Engagement Plan, SEP),Develop a simplified field work reporting template/format based on the objective and indicators, stakeholders engaged, and gender, Develop the official format/skeleton for reporting meeting minutes and PowerPoint presentations based on the project documents, Design branding and visibility guidelines for TASFAM, Propose innovative approaches for community engagement and behavioral change communication, Facilitate stakeholder workshops to validate the strategy, Prepare final communication strategy and implementation plan and Prepare a Monitoring and Evaluation System to elucidate the effectiveness of the communication strategy.

The assignment shall be carried out for a period of (120 days) or 90-person months from the date of contract signing.

The Ministry of Blue Economy and Fisheries Zanzibar now invites eligible individual consultants (experts) to submit their expression of interests in providing these services. Interested consultants should provide information to demonstrate they have necessary qualifications and relevant experience required for this assignment. The qualification and shortlisting criteria shall include: -

  • Advanced university degrees (at least a master’s or PhD degree level) in Economic Planning, Corporate Communications, Public Relations, Marketing, Brand Management, or Business Administration.
  • At least 8 years of relevant and progressively responsible experience in the development of strategies in communications, strategic planning, corporate marketing, brand development, or public relations, of which five (5) years should be at the senior management level and 5 (five) should involve supervisory roles.
  • Proven experience in preparing and implementing communications strategies.
  • Experience in conceptualizing and implementing high-impact digital policy campaigns and agendas.
  • Excellent interpersonal and communication skills, particularly with Government officials.
  • Excellent writing and oral communication skills in Kiswahili and English.

Attention of interested consultants is drawn to section III paragraph 3.11,3.12 and 3.13 of the World Bank’s procurement regulations for IPF Borrowers Sixth Edition February 2025.

A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the consultant Guidelines.
