GENERAL PROCUREMENT NOTICE LESOTHO PUBLIC SECTOR FOUNDATIONS FOR SERVICE DELIVERY PROJECT GOVERNANCE GENERAL PROCUREMENT NOTICE Loan No./Credit No. 7492-LS Project ID No. P174171 The Kingdom of Lesotho has received financing in the amount of US$ 12 million equivalent from the World Bank toward the cost of the Public Sector Foundations for Service Delivery Project, and it intends to apply part of the proceeds to payments for goods, non-consulting services and consulting services to be procured under this project. The project will include the following components: Component 1: Expenditure management strengthening. This component will support the strengthening of expenditure management functions, including in the areas of asset and procurement management. Component 2: Human Resource Management and Organizational Transformation. This component aims to strengthen human resource practices and enable more effective management of the public sector payroll. Component 3: Shared digital government foundations. This component will put in place an enabling environment to support digital transformation and a shared Digital Public Infrastructure, improve coordination and data exchange between and within ministries for more efficient delivery of selected services, and reduce the risk of disruption, loss and misuse of critical data and IT resources by strengthening cybersecurity infrastructure. Component 4: Reform coordination and project management support. This component will support effective project management, respond to risks, foster coordination, change management activities, and other related change initiatives.
