REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) ESWATINI WATER SUPPLY AND SANITATION ACCESS PROJECT (EWSSAP) Assignment Title: Consulting service for Assessment of Existing Water Supply and Sanitation Conditions of Informal Settlements in the Shiselweni Region of Eswatini for the Eswatini Water Supply and Sanitation Access project in the Kingdom of Eswatini. Reference No.: SZ-EWSC-165230-CS-INDV(EWSC 10 of 2020/21) The Government of the Kingdom of Eswatini, Ministry of Natural Resources and Energy has received financing from the World Bank towards the cost of the ESWATINI WATER SUPPLY AND SANITATION ACCESS PROJECT and intends to apply part of the proceeds to consulting services under the Ministry of Health, Environmental Health Department.
The consulting services (‘’services’’) include support to the Ministry of Health, Environmental Health Department (EHD) with the Assessment of Existing Water Supply and Sanitation Conditions of Informal Settlements in the Shiselweni Region of Eswatini. The duration of the assignment is expected to be 50 working days. The scope of the project includes, but is not limited to developing a comprehensive baseline assessment of the status of WASH that directly impacts access in informal settlements countrywide and in particular the informal settlements of Hlatikhulu and Nhlangano in the Shiselweni region.
The EWSC now invites eligible consulting firms (‘’Consultants’’) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: • Advanced university degree in engineering and / or architecture. • Minimum 10 years relevant professional experience on issues related to sustainable development, human development, and sustainable urban/ rural sanitation. • Experience in the water supply, sanitation and hygiene (WASH) interventions and intersections with health, nutrition and education highly desired. • Knowledge and understanding of WASH design and technologies, and proven experience with developing WASH strategies.
The attention of interested Consultants is drawn to paragraphs 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018 setting forth the World Bank’s Policy on Conflict of Interest. Consultants may associate with other firms to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties.
A Consultant will be selected in accordance with the QCBS method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018. Interested Consultants may obtain further information and/or Terms of Reference in writing at the address below during office hours i.e. 08:00 – 16:45 hrs.
