Request for Bids Framework Agreement(s) for Goods (Primary Procurement, Two-Envelope Bidding Process) Procuring Agency: Eswatini Water Services Corporation Country: Eswatini Name of Project: Eswatini Water Supply and Sanitation Access Project Framework Agreement Title: Supply and Delivery of Materials for construction of household sanitation facilities. RFB Reference No.: SZ-EWSC-413871-GO-RFB (EWSC 05 of 2024/25) Loan No./Credit No./Grant No.: 90120 -SZ 1. The Government of the Kingdom of Eswatini-GoKE (hereinafter called “Borrower”) has received financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) toward the cost of the Eswatini Water Supply and Sanitation Access Project and intends to apply part of the proceeds toward payments under Call-off Contracts that may be awarded under the Supply and Delivery of Materials for construction of household sanitation facilities in the Shiselweni Region concluded through this RFB Primary Procurement process.

The Eswatini Water Services Corporation (EWSC) will be an implementing agency of the Borrower. 2. The Procuring Agency is undertaking the Primary Procurement with a view to concluding Framework Agreements.

The Procuring Agency is a Purchaser. The Procuring Agency now invites sealed Bids from eligible Bidders for Supply and Delivery of Materials for construction of eight thousand nine hundred and seven household sanitation facilities. These materials are inclusive of; main concrete slab, vent pipes, side wall panels, back wall panels, steel frames, roof sheets, steel doors and frames, toilet seats, hand washing basins, galvanized steel handrails for disabled, wash water troughs.

The expected delivery and installation period is as detailed under Section VII, Schedule of Requirements (List of Goods and Delivery Schedule). 3. The Framework Agreement to be concluded will be “Single-User.” The Single-User entitled to purchase under the Framework Agreement is Eswatini Water Services Corporation (EWSC).

• The Framework Agreements to be concluded will be multi-supplier. 5. The selection of a FA Supplier to be awarded a Call-off Contract will be done through a Secondary Procurement process as defined in Framework Agreement.

However, the conclusion of a Framework Agreement shall not impose any obligation on EWSC, to purchase Goods under a Call-off Contract. The conclusion Framework Agreement does not guarantee that a FA Supplier will be awarded a Call-off Contract. 6.

Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 7. Bidders may submit Bids for more than one lot.

• The Framework Agreements shall be concluded for a Term of 12 months from the commencement date stated in the Framework Agreement. The initial term may be extended by a maximum of 12 months. 9. The Primary Procurement shall establish a Closed Framework Agreement(s).

• Interested eligible Bidders may obtain further information from Eswatini Water Services Corporation (EWSC), – Procurement Manager – procurement@ewsc.co.sz and inspect the bidding document during office hours 0800 to 1645 hours at the address given below.

• The bidding document in English Language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of E 500.00 (One Thousand five hundred Emalangeni) or equivalent (in a convertible currency). The method of payment will be – by bank transfer to Account Name – Eswatini Water Services Corporation, Bank Name – Standard Bank, Account No – 9110000596666, Branch Code – 663164, SWIFT CODE – SBIC SZ MX.

Proof of payment should be sent to procurement@ewsc.co.sz after which the bidding document will be sent by email to the prospective bidder. 12. Bids must be delivered to the address below on or before 12 noon Mbabane time on the 19th July 2024.

Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below.

All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Procuring Agency until the second public opening. 13. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s/bidders’ beneficial ownership, as part of the publication of the conclusion of framework agreement notice, using the Beneficial Ownership Disclosure Form included in the bidding document.
