Project Background
The Malawi Government received financing from the World Bank towards the preparation of the Equity with Quality & Learning in Secondary (EQUALS) Project and intends to apply part of the proceeds for consulting services of a Building Services Engineer.
The overall Project Development Objective (PDO) is to improve the quality of Mathematics and Science Instruction and increase access to Secondary Education in Community Day Secondary Schools (CDSSs)
The Building Services Engineer (‘’the consultant’’) will provide Designing, Construction Management and supervisory services for construction of classroom blocks, multi-purpose science blocks, gender and disabled friendly ablution blocks and 1 block comprising a library and ICT laboratory.

The Ministry of Education now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Reporting Requirement
The Building Services Engineer will be reporting to the Acting Deputy Director of Education Infrastructure Management Unit.
Duty Station
The duty station will be Lilongwe (Directorate of Planning, Education Infrastructure Management Unit).
Duration of the assignment
It is a one (1) year assignment, renewable subject to satisfactory performance, availability of funds and need.
Qualification Requirements
The qualification requirements are as follows:
- Should be a holder of a Bachelor’s Degree in Mechanical or Electrical Engineering from recognized institutions.
- Should be registered with a professional body i.e. Malawi Institute of Engineers.
- Should have at least 5 years of working experience in building structures.
- Should have good computer skills and be proficient in the use of Microsoft Office (Excel, Word, PowerPoint and AutoCAD
- Should be fluent in English.
Selection
The selection procedures will be in accordance with the World Bank Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by the World Bank Borrowers’ dated January 2011, Revised July 2014 (Guidelines) and provision stipulated in the Financing Agreement.

Only those candidates who meet the stipulated academic and experience requirements will be shortlisted for interviews
