REQUEST FOR EXPRESSIONS OF INTEREST

Implement capacity‑building activities in ICT for the Ministry of Education

The Government of Mozambique has received financing from the World Bank toward the cost of the Digital Acceleration Project and intends to apply part of the proceeds for consulting services for Implement capacity‑building activities in ICT for the Ministry of Education.

The objective of this assignment is to equip professionals in the Education sector with essential digital skills for the efficient delivery of services. This enhancement aims to accelerate digital transformation and strengthen the modernization of the sector.

In carrying out the activities, the firm must work closely with the MEC, represented by the Human Resources Department (HR Dept) and the IT Dept. These units will coordinate and supervise the entire process and provide the necessary support for implementing the activities. The MEC, in turn, must report the status to the PIU of the MDAP. Additionally, supervision and monitoring of activities will be strengthened by the Consultant and the MDAP PIU team. The contract for implementing the Capacity Building Plan will last 24 months.

The Ministry of Communications and Digital Transformation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: i) The firm must be experienced in providing ICT professional training and capacity-building services at least 5 years; ii) Proven track record in managing and implementing large-scale ICT training programs at a national or regional level; iii) Documented evidence of successfully delivering training in at least one of the following specialized areas: Productivity Tools: Office suites (Excel, Word, Power Point, etc.); Advanced ICT Skills: Systems Administration, Help Desk, and Computer/Network Hardware Maintenance; Software Engineering: proficiency in modern programming languages such as Java, Python, etc. Experience in Digital Pedagogy or training educators for e-learning environments. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
