Government of Lesotho LESOTHO COMPETITIVENESS And Financial Inclusion project REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES - INDIVIDUAL CONSULTANT (IC) SELECTION Country : Lesotho Project Name : Competitiveness and Financial Inclusion Credit No. : P175783- LSO Assignment Title : Capacity Needs Assessment for Financial Inclusion Reference No. : LS-MTI-370956-CS-INDV The Government of Lesotho has received a loan from the International Development Association (IDA) of the World Bank to implement the Lesotho Competitiveness and Financial Inclusion (CAFI) Project and intends to apply part of the proceeds for consulting services.
One of the key Individual Consulting Services assignments within the CAFI Project is that of the Individual Consultant to carry out Capacity Needs Assessment for Financial Inclusion. The Consulting Services to be provided by the Individual Consultant include, inter alia, as reflected in detailed Terms of Reference: (i) review the MFDP’s and the Department’s strategic plans and associated policy and legislation; (ii) to obtain a brief on Government’s vision regarding the mandate of the department; (iii) conduct a thorough skills and needs assessment and recommend interventions that will assist the Department to remain relevant and attain relevant, sustainable, and impactful results according to its mandate; (iv) provide an overview and analysis of the human resource capacity, strengths and weaknesses across all the Department’s divisions; (v) identify the capacity challenges at both departmental and organizational levels and recommend interventions necessary for sustainable results in accordance with the Department’s mandate; (vi) recommend a competency framework, skills solution and/or trainings necessary to address identified departmental and organizational skills gap and make recommendations; and (vii) define change processes necessary to achieve the desired sustainable results with clear indicators and a performance management and monitoring framework to measure progress towards attainment of the Department’s mandate.
The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The Ministry of Trade, Industry, Business Development and Tourism through the CAFI PMU, now invites eligible individual consultants to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The selection criteria include: qualifications and experience as stipulated in the TOR. Interested consultants are required to submit their Expression of Interest (EOI), Curriculum Vitae (CV) together with educational certificates and to the address below.
The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. The Individual Consultant for Capacity Needs Assessment for Financial Inclusion will be selected in accordance with the Individual Consultant Selection method set out in the said Procurement Regulations.
