The Gambia Ministry of Health has received financing from the World Bank toward the cost of the Gambia Essential Health Services Strengthening Project and intends to apply part of the proceeds for consulting services.
The National Health Insurance Authority (NHIA) is implementing the National Health Insurance Scheme, with the support of the World Bank, pursuant to the passage of the National Health Insurance Act in 2021. The NHIA intends to develop a National Health Insurance Scheme Communication Plan, with a focus on the key implementation and delivery activities outlined above.
The NHIA now invites eligible consultants (“Consultants”) to indicate their interest in providing consulting services (“the Services”) includes services for developing National Health Insurance Scheme Communication Plan. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are qualifications and experience of the firm.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 World Bank’s Procurement Regulations dated July 2017, revised in November 2017 and August 2018, and is open to all eligible bidders as defined in the guidelines (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: the bank requires that firms or individuals involved in Bank IPF procurement shall not have a conflict of interest.

Firm for the Development of a Communication Plan
- Background The National Health Insurance Authority (NHIA) is implementing the National Health Insurance Scheme, with the support of the World Bank, pursuant to the passage of the National Health Insurance Act in 2021. The Scheme aims to provide equitable financial access to quality healthcare for all residents of The Gambia. The implementation of the scheme will, among other things, entail the enrolment of members onto the scheme, development and definition of a health benefits package, credentialing and contracting of healthcare providers to provide healthcare services to enrolled members, payment of claims to healthcare providers and monitoring of the quality of healthcare provided.
The NHIA intends to develop a National Health Insurance Scheme Communication Plan, with a focus on the key implementation and delivery activities outlined above. The National Health Insurance Scheme Communication Plan is to be informed by the Ministry of Health National Health Sector Strategic Plan 2021-2025 is aligned to the National Health Policy 2021-2030, be anchored on the interim Strategic Plan of the NHIA, and will address cross-cutting issues in the health and social protection space of The Gambia .
- Objectives of the assignment The NHIS seeks a Consultancy Firm to develop a 2-year National Health Insurance Scheme Communication Plan to support the effective implementation of the Scheme through increasing knowledge and awareness about the Scheme among all stakeholders to facilitate; and to provide support for and uptake of the scheme.
- Scope of Work The Consultancy Firm will carry out the following work that will feed into the development of the communication plan:
- Develop a detailed 2-year National Health Insurance Scheme Communication Plan plus a monitoring and evaluation framework
- Identify the target audiences (line ministries, regional and district administrations, regulatory bodies, healthcare providers, the general public, CSO’s, opinion leaders, communities, development partners and faith-based organisations etc.);
- Conduct a target audience analysis (including key informant interviews and focus group discussions) to understand the knowledge, attitudes, practices and social norms;
- Identify the communication objective for each targeted audience (stakeholder mapping) (i.e., positioning the NHIA in the national development context, creating awareness at national and local levels, sharing knowledge on the National Health Insurance Scheme with stakeholders; etc.);
- Identify the communication products and activities tailored to each audience, building on already produced material by the Ministry of Health and the NHIA when possible, for each target audience;
- Develop a style guide for all communications on issues to ensure consistent formats for advertisements, public announcements, public forums, publications and communication products and collaterals;
- Design messages and develop communication support materials and tools;
- Pre-test messages and materials with target audiences and key stakeholders to agree on necessary revisions; and
- Organize stakeholder consultative workshops to review and gain feedback on the communication plan development process.
- Expected deliverables
- Report on target audience analysis;
- National Health Insurance Scheme Communication Plan;
- Report on stakeholder consultations;
- Communication materials and channels.
- Duration The services above are to be carried out over a period of approximately two months between August and October 2022.
- Reporting and Administrative Arrangements The Consulting Firm will report to the CEO of the NHIA, and receive guidance from the Board of the NHIA.
The language of reports and similar deliverables shall be in the English language however, communication materials shall be in any other language or languages agreed between the NHIA and the Consultancy Firm.
- Qualifications of the Consultancy Firm Interested Consultancy Firms should possess the following qualifications:
- Evidence of previous experience in developing communications strategies especially in the health context;
- Demonstrate the availability of a qualified team to undertake the assignment;
- Show evidence of previous experience in qualitative research;
- Having the experience of working in local languages will be an added advantage.
