Development Response to Displacement Impacts Project (DRDIP) in the Horn of Africa
Assignment Title:
Consultancy Services for Extensive and Comparative Study on Increasing Adoption of Sustainable Energy Solutions in DRDIP Implementation Areas
The Intergovernmental Authority on Development (IGAD) has received financing from the World Bank toward the cost of Development Response to Displacement Impacts Project (DRDIP) in the Horn of Africa, and intends to apply part of the proceeds for consulting services.
Overall objective of the Assignment
The overall objectives of the assignment and the scope of work are mentioned in the Detailed Terms of Reference (ToRs) attached to this REoI).
The IGAD now invites eligible Individual Consultants to indicate their interest in providing the subject consultancy services. Interested qualified applicants should send letters Expressing their Interests, updated Curriculum Vitae, and Copies of academic and work experiences.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
The Consultant will be selected in accordance with the Individual Consultant selection method set out in the Procurement Regulations mentioned above.
Qualifications and experience required:
This study will require an individual consultant with skills and expertise in a range of academic disciplines. The consultant needs to demonstrate skills, qualifications, and knowledge in the following areas:
- Masters level or equivalent postgraduate degrees in Energy, environment and climate change, development studies, economics, engineering and other relevant studies.
- A proven track record of consulting on sustainable energy solutions and energy access interventions or related disciplines.
- A minimum of 10 years of professional consulting experience, including in the conceptualisation, design, management and implementation of research on basic service delivery programmes in areas of alternative energy sector.
- Proven prior experience in managing data collection, program evaluation, assessments, and research projects in the field of service delivery (energy) in refugees/displacement in refugee hosting areas.
- Proven knowledge of international and regional frameworks and policy commitments relating to forced displacement, the humanitarian-development nexus and socioeconomic integration of refugees and host communities.
- Proven record of constructive and positive engagement in engaging in high level policy dialogue with Governments and other stakeholders,
- Knowledge of and experience in bilateral/multilateral engagement in developing countries,
- Experience in the Horn of Africa region will be considered an advantage,
- Excellent research, analytical and report writing skills,
- Proficiency in written and oral communication skills in English. French will be an added advantage.
