REQUEST FOR EXPRESSIONS OF INTEREST – RE-ADVERTISEMENT (CONSULTING SERVICES – FIRMS SELECTION) INTERGOVERNMENTAL AUTHORITY ON DEVELOPMENT (IGAD)-DJIBOUTI HORN OF AFRICA GROUND WATER INITIATIVE PROJECT (HOA-GWI) Grant No: TF0B0514 Assignment Title: Feasibility Study for Groundwater Development and Management in the Merti Aquifer. Reference No. DJ-IGAD-191993-CS-QCBS.

The Intergovernmental Authority on Development (IGAD) has received financing in the amount of US$ 2.7 Million equivalent from the World Bank toward the cost of the Horn of Africa- Groundwater Initiative Project (HOA-GWI), and intends to apply part of the proceeds to payments for consulting services. The consulting services (“the Services”) include feasibility study on the Merti Aquifer (between Kenya and Somalia) to complement the knowledge, set up guidelines for groundwater exploration, management and protection and provide detailed plans to develop water related infrastructure for socio-economic development including preliminary cost estimates and an assessment of the associated environmental and social safeguards risks and mitigation measures.

The Merti is a Trans boundary aquifer (TBA) between Kenya and Somalia. Water infrastructure developments in shared aquifers provide a huge potential in promoting cooperation among the shared water resource users. The duration of this study will be 6 months, expected to start by the mid of November 2020.

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The Intergovernmental Authority on Development (IGAD) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: The firm should submit the following documents with the Expression of interest: • Firms shall have a minimum of ten (10) years in ground water studies as a core business. • Minimum of two (2) similar assignments supported with documents demonstrating the firm’s experience in groundwater resources assessment, development and management project in the last five years including in the HOA region. • Organizational chart indicating management structure and team membership. • Availability of appropriate skills among key experts (no need to provide CVs).

Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the specific information on conflict of interest related to this assignment: as per paragraph 3.17 of the Procurement Regulations.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
