  • The Government of The Gambia has received financing from the World Bank toward the cost of the Construction of the Neonatal Intensive Care Unit at the Edward Francis Small Teaching Hospital. and intends to apply part of the proceeds toward payments under the contract for Construction of the Neonatal Intensive Care Unit at the Edward Francis Small Teaching Hospital. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”
  • The Projects Coordination Unit, Ministry of Health, now invites sealed Bids from eligible Bidders for Construction of the Neonatal Intensive Care Unit at the Edward Francis Small Teaching Hospital

The construction works include rehabilitation works to the ground floor (labour and maternity block); new works to the proposed NICU at first floor level, and miscellaneous external works. The works comprise:

  • rehabilitate existing ground floor including perimeter screen wall, windows and insect screen, with new fittings to existing toilets; cast pad and strip foundations, blockwork and RC beams to support new slab over passageway, demolish dwarf wall on existing concrete slab;
  • provide reinforced concrete frame to first floor comprising columns and roof beams;
  • provide new metal roof with aluminium sheets and galvanized trusses;
  • erect exterior and interior walls and partitions, block work and glazed aluminium partitions, complete with RC lintels. aluminium windows, doors and stainless-steel railings;
  • provide aluminium ceiling to modular support frame;
  • provide a wide range of fittings and finishes as specified in drawings and specifications;
  • install comprehensive and complex MEP services including HVAC and medicinal gases systems, back-up electricity and water supply, fire protection, earthing, etc.;
  • provide external works including concrete plinth for water storage tank, pavings & kerbs, and landscaping. The period for construction is 6 to 8 months.

The required qualifications for bidders are:

  • Ten (10) years’ experience in construction;
  • At least five (5) construction projects completed over last ten (10) years with contract sums in excess of two and a half million US dollars (US $2,500,000), preferably involving construction of medical facilities and installation of complex services;
  • Average annual turnover of three million US dollars (US $3,000,000) over last five (5) years;
  • Liquid assets or lines of credit from banks, suppliers and others of one and a half million US dollars (US $1,500,000) exclusive of any other current commitments.
  • Capacity to complete construction works within specified construction period of 6 to 8 months or earlier. No margin of preference shall be applied.

Bidders should note limited on-site space for materials storage and construction activities with restricted access for heavy machinery off Telegraph Road.

Bidders should note the delivery of health services in the Labour & Theatre Block on the ground floor will be on-going during the construction period with attendant requirements for control of noise, vibrations, dust, and so on.

  • Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

  • All Bids must be accompanied by a Bid Security of thirty thousand United States dollars (US $30,000) or two million Gambian dalasi (GMD 2,000,000)
