  • The Government of the Republic of The Gambia has applied for financing from the World Bank and intends to apply a portion of the proceeds of the grant for the renovation of selected hospitals. The objective of the proposed Gambia Essential Health Services Strengthening Project (P173287) is to improve the quality and utilization of essential health services in The Gambia. It will entail improving the quality of essential primary health care services delivery using a results-based financing approach; community engagement to improve utilization of quality health services and building resilient and sustainable health systems to support the delivery of quality health services. The objective of the assignment is to assess the amount of asbestos in the health facilities and propose appropriate environmental safeguards and health and safety procedures through a remedial action plan to mitigate against further threat to the health of people. MOH intends to apply part of the proceeds toward payments under the contract[1] for RENOVATION WORKS AT SELECTED HEALTH FACILITIES IN THE GAMBIA.
  • Selected health facilities will be renovated but some of the buildings at these facilities are roofed with corrugated asbestos roof sheets. Asbestos is only dangerous if it becomes airborne and as long as asbestos containing materials are not damaged, the asbestos fibres will not become airborne and will not pose a threat to the building occupants.
  • The Projects Coordination Unit, Ministry of Health, The Gambia now invites sealed Bids from eligible Bidders for RENOVATION WORKS AT SELECTED HEALTH FACILITIES IN THE GAMBIA, construction period of 12 Months, Located within the Various Locations in Gambia, NBR, LRR, CRR & URR Works shall be awarded in Lots as follows; Lot 1 - Bansang General Hospital Staff Quarters, CRR.

Lot 2 - Bansang RHD Office and Staff Quarters, CRR + Yorro Bawol Staff Quarters, URR.

Lot 3 - Bansang School for Enrolled Nurses and Midwives, CRR.

Lot 4 - Kaur Health Center, NBR.

Lot 5 - Kiang Karantaba Health Center, LRR.

Lot 6 - Kudang Health Center and Staff Quarters, CRR.

Lot 7 - MansaKonko Staff Quarters, LRR.

Lot 8 - North Bank East Regional Health Directorate, NBR.

The structures to be refurbished are generally single buildings with reinforced concrete frames and block work panels, and metal and asbestos roofs. The fittings and finishes include ceilings, doors & windows, tiling, rendering, painting and so on, the structures shall be fully refurbished and shall include some extension and new build works.

The project includes installation of services including mechanical & electrical services, , etc. Refurbished buildings will be fully serviced including electricity supply, including solar systems, electrical, water supply and installations, etc.

  • The required qualifications for bidders for each Lot are:
  • Ten (10) years’ experience in construction;
  • At least three (3) construction projects completed over last five (5) years with average contract sums in excess of fifteen million Gambian Dalasis (D15,000,000), preferably including medical facilities;
  • Average annual turnover of twenty five million Gambian Dalasis (D25,000,000) over last five (5) years;
  • Liquid assets or lines of credit from banks, suppliers and others of five million dalasis (GMD 5,000,000) exclusive of any other current commitments.
  • Complete construction works within specified construction period of 12 months or earlier. No margin of preference shall be applied.
  • Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

and inspect the Bidding document during office hours 0800 to 1600 hours Mondays to Thursdays and 0800 to 1200 on Fridays at the address given in Item 7 below.

  • Bidders will have to submit their bids in hard copy and also electronically copy as described below.

Hard copy bids shall be dispatched via courier before the bid submission deadline. If a hard copy bid arrives after the bid submission deadline, it will be accepted only if an electronic copy or printed copy of bid was submitted on time. Further, Bidders shall provide evidence that the hard copy has been posted before the bid submission deadline. Payment receipts for the courier should be attached to the bids to be considered valid. The copies will then be treated as if they are originals until the originals are received by the deadline. The hard copy of bid must be submitted to the Purchaser no later than 14 calendar days after the bid submission deadline, 12:30 PM Banjul time.

Bidders who prefer submitting their bids through authorized representatives in the Gambia shall instruct such third party in-country representative to print the bid and deliver copies to the Purchaser. The representative could be a business partner (JV member, sub-contractor), diplomatic mission, or even a print store that couriers the bid. In such case, authorized representative should submit Letter of Authorization or Power of Attorney when submitting the bid on the Bidder’s behalf.

For Bid Form, Bid Security and Power of Attorney, copies of these documents will be treated as if they are originals, subject to their originals arriving within maximum 14 calendar days after bid submission deadline.

  • All Bids must be accompanied by a Bid Security of Five Hundred Thousand Dalasis (GMD500,0000) per Lot.
