Background:
The Government of The Gambia with support from the World Bank is preparing a Public Administration Modernization Project, which aims to improve fiscal and HR Management capacity for improved service delivery as well as improving human resource management systems, practices and capacities.
As part of project preparation, the Ministry of Public Service, Administrative Reforms, Policy Coordination and Delivery and World Bank have identified preparatory activities that can be undertaken under the Fiscal Management and Development Project (FMDP) and would lay the groundwork for rapid implementation of simpler, more efficient, automated HR processes and comprehensive, reliable, digital HR data.
Objectives
The objective of this assignment is:
- To document, review and re-engineer human resource business processes in the public service to improve efficiency, effectiveness and service delivery.
- To document HRM and pension’s data requirements, identify sources of HRM and pensions data, and determine the quality of this data in order to inform the Government data cleaning strategy.
- To develop a comprehensive HRMIS Strategy which the Government can adopt to guide implementation and ensure sustainability of the system. Firm Qualifications, Experience, and Specific Competencies and specifications.
The following sets out requirements for a firm to carry out the Components listed above. The firm shall have proven track record and experience in the field of Public Administration and modernization with a competent team of qualified experts with experience and qualification.
Firm Qualifications-The firm should have the following minimum requirements:
- At least 10 years’ experience in public administration and modernization
- Proof of having successfully implemented at least three (3) successful HRMIS and/or management information system projects across various public sector institutions.
- At least 10 years’ experience in the analysis, development and implementation of business process re-engineering.
- Demonstrated knowledge of modern HRMIS and Digital Government good practice
- Proven understanding of public service operations in Africa. Submission Requirements:
The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Fiscal Management Development Project, now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultant firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July dated July 2016 and revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultant Firms may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant firm will be selected in accordance with the Qualification and Cost based Selection (QCBS) method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours from 09:00 to 16:00.
