Introduction
The Government of the Gambia (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (hereinafter called “Grant”) towards the cost of funding Tourism Diversification and Resilience in The Gambia Project (TDRGP) and intends to apply part of the proceeds for consulting services; feasibility studies, preliminary designs and cost estimates for Coastal Protection of West Coast Beaches and Kunta Kinteh Island.
Background for this Assignment
The World Bank, with the Government of The Gambia, developed a flood and coastal risk assessment and priority Investment Plan for Greater Banjul (WB, 2021) that assessed flood and coastal risks in the greater Banjul area (GBA) and the Kombo North/Saint Mary district and priority measures to reduce the risks associated with floods and coastal erosion. The study was supported by the ACP – EU National Disaster Risk Reduction (NDRR) Program through the Global Facility for Disaster Reduction and Recovery (GFDRR). The assessment identified and prioritized measures and infrastructure investments in a participatory way, identifying five priority areas, which were ranked using a Cost Benefit Analysis (CBA) and Multi-Criteria Analysis (MCA): Banjul City, Oyster Creek, West Coast Beaches from Fajara to Senegambia, Coastal and Inland Area along the mangrove and Kotu Stream.
The World Bank, in consultation with the Gambian Government, selected the following priority area for further analysis: West coast beaches (Fajara to Senegambiaand Kotu Stream. In further consultations, the Kunta Kinteh Island, including the jetties providing access to the island and the jetties on the north bank of the river at Juffureh and Albreda, were also identified as critical for a resilient tourism sector.
However, the current state of knowledge for these priority areas is insufficient to prepare a detailed investment plan. The existing studies characterize pre-feasibility level (conceptual) assessments but lack the detailed information required for design and implementation (this phase) Hence, more detailed analysis is now required to buildi on the existing preliminary information .
This assignment will develop a Feasibility Study and Preliminary Designs that will enable the Government of The Gambia to advance to the next stage (detailed design and implementation) of prioritized interventions. The required studies will propose sustainable solutions that can be taken forward to detailed design and implementation. These solutions should include a combination of nature-based (“green”) and grey infrastructure and interventions, integrated in a way that not only mitigates erosion and flood risk in an efficient and effective way, but also provide other local benefits and landscape restoration that can improve the attractiveness for coastal tourism.
Spatial coverage of the proposed assessment and description of the focus areas
The ‘Tourism Resilience’ project focuses on two touristic areas that are currently at high risk from erosion:
- Area 1. The beach area on the West Coast, which stretch from Fajara to Senegambia, and
- Area 2. Kunta Kinteh Island, including the jetties providing access to the island and the jetties on the north bank of the river at Juffureh and Albreda.
Aims and Objectives of the Assignment
The aims of this assignment are to:
- Find effective solutions for coastal erosion along West Coast Beach that are sustainable, can preserve the coastal landscape and increase the attractiveness for tourism.
- Find effective and sustainable solutions to address the erosion of Kunta Kinteh Island and damage to the access jetties, both on the island and the mainland in order to preserve and, where possible, boost further tourism activities[1] associated with the mainland village, the island and the fort.
The expected outcomes are:
- Increase the climate resilience of the coastal area and Kunta Kinteh Island.
- Protect the local tourism industry (e.g., hotels and restaurants) from future erosion along the beaches of the West Coast Beach.
- Protect and preserve the natural attractiveness of the coastlines along the West Coast.
- Protect and preserve the cultural heritage of Kunta Kinteh Island, whilst improving tourism associated with the island and local mainland villages.
- Enhance tourism attractiveness and reinforce the economic linkages of the local communities with the existing tourism industry.
For this, this assignment will carry out a feasibility study and develop preliminary designs of prioritized interventions in the two focus areas, to a level of detail that would enable the Government of The Gambia to advance to the next stage of detailed design and implementation.
Specifically, the concrete objectives are to:
- Characterize historic and future erosion risks based on detailed assessments and refined analyses of coastal processes.
- Provide a roadmap to improve the attractiveness of Kunta Kinteh Island as a tourism site; increase the participation of local communities in the tourism value chain, and assess the investment gap and potential opportunities for private sector involvement.
- Identify a range of protection options based on a detailed assessment of the technical advantages/disadvantages of each, preparing a shortlist for more detailed assessment, including multi-criteria analysis and preliminary costing.
- Provide a detailed cost benefit analysis of the different proposed solutions for the coastal protection and Kunta Kinteh Island preservation.
- Conduct Environmental and Social Impacts Assessment of the proposed solutions.
- Identify and compare solutions based on a detailed assessment of the technical advantages/disadvantages.
- Develop preliminary concept designs of the selected alternatives from the feasibility study, including initial bill of quantities, design drawings, site plans, etc. with sufficient level of detail to feed into detailed design.
- Improve understanding of social and environmental factors through a scoping analysis of the selected interventions to support the planning and implementation of the solutions.
- Prepare fit-for-purpose implementation and procurement plan for the project, considering long-term maintenance, budgetary requirements, and climate and environmental suitability, for example, through performance-based contracting.
- Provide a comprehensive report at the end of assignment with sufficiently detailed and accurate information to allow the Government of The Gambia to progress to the next stage of detailed design, procurement and implementation for the study areas, with minimal - if any - further data collection or analyses.
- Build community wide support and strengthen (local) stakeholder engagement and ownership through sensitization of local communities of the assignment process.
- Develop a ToR for the procurement of: (i) a full detailed infrastructure design for the implementation phase and (ii) the ESIA.
Scope of Work
The Consultant firm is expected to provide a concise but detailed description of the methodology in the proposal. The tasks expected in this methodology should include at least those indicated below.
