HIRSHABELLE STATE OF SOMALIA Ministry of Planning, Investment and International Cooperation Specific Procurement Notice Request for Bids (One-Envelope Bidding Process) Country: Federal Republic of Somalia Name of Project: Somalia Water for Rural Resilience (SWRR), or “Barwaaqo” Project Contract Title: Construction of Hirshabelle State Barwaaqo Implementing Line Ministries’s Offices In Jowhar. Grant No: P177627 RFB Reference No: SO-MOPIED-HS-468180-CW-RFB • The Ministry of Planning, Investment and International Cooperation (MoPIIC) of the Hirshabelle State has, through the Federal Government of Somalia, received financing from the World Bank toward the cost of the Water for Rural Resilience Project (Barwaaqo) Project, and intends to apply part of the proceeds toward payments under the Contract for Construction of Hirshabelle state Barwaaqo Implementing Line Ministries offices in Jowhar.

For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. • The Ministry of Planning, Investment and International Cooperation now invites sealed Bids from eligible Bidders for Construction of Hirshabelle State Barwaaqo Implementing Line Ministries offices in Jowhar. • Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
