MUNICIPALITY OF MOGADISHU NAGAAD PROJECT REQUEST FOR BIDS (One-Envelope Bidding Process) Country: Federal Republic of Somalia Name of Project: Somalia Urban Resilience Project Phase Two (SURP-II) Contract Title: Upgrading to Bitumen Standard of Package 4 Road (2.89KM Keysaney Hospital Road in Kaaran District RFB Reference No. :SO-MM-458293-CW-RFB Date RFB Issued :09/11/2024 • The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somalia Urban Resilience Project- Phase II (SURP-II) and intends to apply part of the proceeds toward payments under the contract for Upgrading to Bitumen Standard of Package 4 Road (2.89KM) Keysaney Hospital Road in Kaaran District.

For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. • The Banadir Regional Administration Project Implementation Unit (BRA PIU) now invites sealed Bids from eligible Bidders for Upgrading to Bitumen Standard of Package 4 Road (2.89KM) Keysaney Hospital Road in Kaaran District • The scope of the works include. • Site clearance and topsoil stripping for the 10m width carriageway, and 1m wide shoulders, bus lay-byes and widenings • Culverts and Drainage Works, 2.89km • Passage of Traffic • 150mm natural material and treated base and 200mm sub-base, 2.89km. • 4% Cement and lime-treated material for base • Bituminous Surface Treatment • 70mm bituminous wearing courses, 2.89Km • Concrete works, 110 m3. • Road furniture • Day works • Street lighting installation, 100 posts • Road safety awareness and campaigns The construction period will be 14 months and a Defects Liability Period of Twelve Months (12) months. • Bidding will be conducted through open national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” ” dated July 1st, 2016 revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. • Interested eligible Bidders may obtain further information from; SURP-II Coordinator Project Implementation Unit of Benadir Regional Administration, Mogadishu Email address: brasurpii@gmail.com copy: info@brasurp.gov.so and inspect the bidding document during office hours 09:00 to 1500 hours from Saturday to Thursday at the address given below. • The bidding document in English may be obtained free of charge by the interested eligible Bidders upon the submission of a written application to the below email.

The Bidding document will be sent through the emails mentioned below. • A physical and virtual pre-bid meeting will be held by the Employer at the address below on 24/11/2024 at 11:00am EAT, allowing bidders who cannot attend the in-person site visit to participate online. • Electronic bidding will be permitted. Late bids will be rejected • Bids must be delivered to the address below on or before 16/12/2024. Electronic Bidding will be permitted.

Bids must be encrypted using a password that will be provided by participating bidders on the date of the Bid opening. Bids submitted after the deadline will be rejected.
