• Jima Horo Woreda Agriculture and Land Office intends to apply parts of allocated budget of Food System Resilience Program financed by the World Bank (IDA) toward the cost of the Construction of Ilu Burar Upgrading SSIP locate at Oromia National Regional state,Kellem wollega zone, Jima Horo woreda.

• Jima Horo Woreda Agriculture and Land Office now invites sealed bids from eligible bidders for construction of below Site projects. The names, location, amount of bid security, are indicated in the table below.

• Jima Horo Woreda Agriculture and Land Office, now invites sealed bids from eligible contractors of Category GC/WWC Grade 5 and above, to submit sealed bids for providing the necessary labor, material and equipment for the construction and completion of the above Site projects.

• Invited Bidders should fulfill the following requirements & other appropriate documentary evidences demonstrating the bidder’s compliance;

 Domestic bidders shall have a certificate of competency from Ministry of Urban Development and Construction or Regional Construction Authorities with Category GC/ WWC Grade 5 and above, renewed for 2018 EFY.

 eGp (e-Government procurement)Registration Certificate,

 Renewed Trade license for 2018 EFY,

 Tax clearance certificate which is valid for bid submission date that permits the bidder to participate in any public tender for 2018 EFY

 TIN and VAT registration certificate and

 Original site visit letter ; must be signed and stamped by the woreda agriculture and land office.

 Site specific work schedule ,construction methodology,and quality quality control plan.

 Environmental and social(ES/ESHS) management plans and codes of conduct.

 Contractors who are intending to bid by forming an association (Joint Venture), each applicant or partner of a joint venture must purchase and collect the Standard Bid document, prepared by the Woreda for this particular bid.

 The successful bidder shall be submit performance security and ESHS performance security as per specified in BDS.

 Total work schedule shall be 180 calender days.bidder shall submit Sound unit rate Analysis.

 Bidders are responsible enough to dig through the bid detail information in the tender document for bid submission.

• Bidding will be conducted through a National competitive Bidding(NCB) ,following a single stage,Two envelope procedure.

• Interested, eligible Bidders may obtain further information from the Jima Horo Woreda Finance Office, Room number 07, during Office hours.

• A complete set of Request for Quotation documents in the English Language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Ethiopian Birr 1000 (one thousand ) and the collect SBD (Standard Bidding Document) starting from December 31, 2025 G.C at working hours. The method of payment will be in cash and taking a receipt from Finance office, Room number -07

• Bidders are required to submit Original and two photocopies each of the Technical Proposal and the Financial Proposal.The Technical Proposal shall include the wax-sealed Original, First Photocopy, Second Photocopy, and the Bid Security (CPO), each placed in a separate envelope. These envelopes shall then be enclosed together in one larger envelope clearly marked “Technical Proposal.”The Financial Proposal shall include the wax-sealed Original, First Photocopy, and Second Photocopy, each placed in a separate envelope. These shall then be enclosed in one larger envelope clearly marked “Financial Proposal.”

• Finally, the entire set of documents-both the Technical Proposal and the Financial Proposal-shall be enclosed in a single wax-sealed outer envelope, which shall clearly bear all necessary information regarding the Bidder, the Employer, and the relevant Project details. Bids must be delivered to the address below on or before January 30, 2026 G..C at 10:00 A.M. on and must be accompanied by a bid security of ETB 500,000 ( Five hundred Thousand ETB) in the form of a cash payment order (CPO) or an Unconditional and irrevocable Bank Guarantee only. Electronic Bidding will not be permitted. Late Bids will be rejected.

• Bids will be opened in the presence of the Bidders’ representatives and anyone who chooses to attend at 10:30 A.M., on January 30, 2026 G.C at the offices of Jima Horo Woreda Finance Office Room No.-07

• Bids shall be valid for 90 calender days after the latest date for submission of bid.

• Jima HoroWoreda agriculture and land office reserves the right to accept or reject any or all bids.
