The Government of the Kingdom of Eswatini-GoKE (hereinafter called “Borrower”) has received financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) towards the cost of the EWSSAP and intends to apply part of the proceeds toward payments under the contract for the Construction of Sustainable Sanitary Facilities in Schools and Clinics.

• EWSC now invites sealed Bids from eligible Bidders for the construction of sanitation facilities in thirty-six (36) public schools and four clinics in Shiselweni (Zombodze, Hosea and Shiselweni 1). The sanitation facilities consist of the construction of pit toilets, flushing toilets with showers and electrical installation. The expected construction period for these sanitation facilities is 12 months for each lot. It is expected that the contractor completes and hands over works within the 12 months. The works have been divided into five lots:• Lot 1 – sanitation facilities in 5 schools and 1 clinic
• Lot 2 – sanitation facilities in 11 schools
• Lot 3 – 5 schools and 1 clinic
• Lot 4 – 8 schools and 1 clinic
• Lot 5 – 7 schools and 1 clinic

• Each tenderer may submit a tender for either one, or all lots but each bidder can only be appointed for not more than 1 lot. The tenderer must offer the whole of the quantity or quantities indicated for each lot.
• Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Project Financing” (“Procurement Regulations”) and is open to bidders that fall under Category B2 and B3 of the Construction Industry Council categories.

• Interested eligible Bidders may obtain further information from: Eswatini Water Services Corporation – Procurement Coordinator – [email protected] copy to [email protected] and inspect the Bidding document during office hours 08:30 to 16:30 at the address given below.

• The Bidding Document is in English and may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of SZL 500 (Five Hundred Emalangeni Only) or equivalent for each lot. The method of payment will be – cash payment/presenting bank guaranteed cheque at the Eswatini Water Services Corporations’ revenue centre in Ezulwini (The Gables) upon which a receipt shall be issued. Alternative payment can be by bank transfer to Account Name– Eswatini Water Services Corporation, Bank Name – Standard Bank, Account No – 9110000596666, Branch Code – 663164, SWIFT CODE – SBIC SZ MX. Proof of payment should be sent to [email protected] and copy [email protected] after which the bidding document will be emailed to the prospective bidder.

• Bids must be delivered to the address below on or before 12h00 local time on 26 January 2024 and deposited into a designated tender box. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on [12h05 local time on 26 January 2024]. A Pre-Bid meeting shall take place at the following date, time and place: Date: 14 December 2023

A site visit conducted by the Employer shall be organized and shall be held after the pre-bid meeting on the 14 and 15 December 2023.

Bidders are to meet the Employer’s Representative at the above-mentioned venue at 08h30 on both days.

The pre-bid meeting and site visit are compulsory.

• All Bids must be accompanied by a Bid Security as indicated below in the form as specified in ITB 19.3 of the bidding document:• Lot 1 – SZL 80,000.00 (Eighty Thousand Emalangeni) or equivalent
