The City of Kigali now invites sealed Bids from eligible Bidders for Construction work of Nyabisindu rehousing project in the City of Kigali (Construction of 2 housing blocks for Nyabisindu Compensation in Kind for road 13). The sites for work are located in Kigali city as described under technical requirements; for Construction work of Nyabisindu rehousing project in the City of Kigali (Construction of 2 housing blocks for Nyabisindu Compensation in Kind for road 13). The execution period is 4 months.

The work and the margin of preference is not applicable. Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing”, November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Interested eligible Bidders may obtain further information from City of Kigali, info@kigalicity.gov.rw and inspect the Bidding document during office hours from 09:00am to 05:00pm local time (7:00am-03:00pm GMT) at the address given below[2].

The Bidding document in English may be purchased by interested eligible Bidders upon the presentation of proof of non-refundable fee of Ten Thousand Rwandan Francs only (10,000 Frw) or in any freely convertible currency paid on account of Rwanda revenue authority (RRA) opened at any commercial bank. A site visit conducted by the Employe shall be organized. The site visit is scheduled on June 04th 2025 at exactly 10:00 am local time, departure is from Kigali City second floor in procurement office.

Bids must be delivered to the address below on or before the deadline set in the e-procurement system. Electronic Bidding will be permitted. Late Bids will be rejected automatically by the system. Bids will be publicly opened by the e-procurement system and be seen by everyone who bided and is willing to review.

All Bids must be accompanied by a Bid Security in the form of a reputable Bank Guarantee of an amount of 18,652,888Frw or equivalent amount in other freely currencies. if the bid security is from foreign bank, the bidder is required to present counter guarantee from local bank or insurance companies. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
