REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Consultancy for the provision of Civic Education and Outreach Program for the National ID System.

The Federal Government of Somalia has received financing from the World Bank towards the cost of the Somalia Capacity Advancement, Livelihood and Entrepreneurship, through Digital Uplift Program (SCALED-UP) project; and intends to apply part of the proceeds of the above project to finance consulting services for the provision of Civic Education and Outreach Program for the National ID System.
The consulting services (“the Services”) include the Civic Education and Outreach Program will include but not limited to the following: Develop a comprehensive civic education and outreach strategy and implementation plan for the National ID system, in consultation with relevant stakeholders; Design and produce educational materials, including brochures, leaflets, posters, and audiovisual content, explaining the National ID system, its benefits, enrollment process, and data protection measures; Conduct community-level information sessions, workshops, and awareness campaigns to disseminate information about the National ID system. These activities should target diverse audiences, including marginalized communities, vulnerable populations, and remote areas; Collaborate with local authorities, community leaders, civil society organizations, and other relevant stakeholders to facilitate the delivery of civic education and outreach activities; Develop and implement targeted communication campaigns, utilizing various channels such as radio, television, social media, and community gatherings; Coordinate with relevant government agencies and departments to ensure consistent messaging and information sharing regarding the National ID system; Collect feedback from the public, address concerns, and provide accurate information to address any misconceptions or queries related to the National ID system. This feedback mechanism should be accessible and responsive to the needs and inquiries of citizens and residents; Monitor and evaluate the effectiveness and impact of the civic education and outreach program and provide regular reports to the relevant authorities.
The assignment is expected to last twelve (12) months with an expected start date of July 2024, or such other period as agreed with the consultant.

The Ministry of Finance (MoF) of Federal Government of Somalia now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

- Core business and years in business; Strong expertise in providing communications services in civic education and community outreach programs.

- Relevant experience; Demonstrated experience in designing and implementing civic education and outreach programs, preferably government programs or similar large-scale programs. Provide at least one (1) similar project related to working with diverse communities and stakeholders, including marginalized groups across a large geographic expanse. The consultant shall provide the name and contact address of the client (Office, e-mail address and telephone number), date of assignment execution, role in the assignment, contract amount and financing sources.

- Technical and managerial capability of the firm: Provide detailed structure of the organization. Do not provide CVs of key staff at this stage. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
