FOR CURRICULUM VITAE FOR A CONSULTANT IN COACHING AND LEADERSHIP AND CHANGE MANAGEMENT FOR THE MINISTRY OF HEALTH KINGDOM

OF SWAZILAND BACKGROUND INFORMATION The Government

of Swaziland (GOS) has emphasized health as a priority on the national agenda. A new Health, HIV/AIDS and TB project is proposed to support the Government in

its commitment to improve the health status of the Swazi population. The World Bank and the European Union (EU)

are jointly financing the project with the Government. Specifically, the proposed project will: (i)

improve access to, and quality of health services in Swaziland, with a

particular focus on primary health care, maternal health and TB, and (ii)

increase social safety net access for OVC. The Ministry of

Health has identified the need to develop its senior leadership to implement

the envisaged change in the organizational culture, new activities and

accountability systemically nested in the National Health Sector Strategic Plan

for 2014-2018. Therefore, the MOH needs an experienced consultant in Coaching

and Leadership and Change Management who can assist the senior officials of the

MOH to fulfill those roles. The MOH now

invites interested, qualified candidates

to indicate their interest in providing technical support and services under

this consultancy. Selection shall be on the basis of examination and comparison

of the qualifications of the individual candidates as evidenced by their CVs. The selected individual shall be requested to submit a costed offer to

undertake the work OBJECTIVES The desired

coaching expert will aim to develop the MOH leadership team into one which

delivers change and creates a climate where people working with them feel

energized, inspired, empowered and satisfied, consistent with the current MOH

transformation process. DESCRIPTION OF SERVICES • Provide senior level MOH

officials with understanding the nature of leadership, distinguishing

leadership from command and managership, appreciating the need for change and

the centrality of leadership in implementing such change; • Coaching and training senior

MOH officials on leadership and change management; • Assist senior MOH officials in

grasping the leadership challenges to realize the MOH strategic mission and

direction, and identify solutions to such challenges; • Provide senior MOH officials

with training on pro-active, strategic and results-based management; • Coach senior MOH officials

individually on their required leadership skills development and enhancing

their personal and interpersonal effectiveness; • Provide senior MOH officials

with training on managing organizational turnaround and renewal; • Coach senior MOH officials on

their identified areas of personal and institutional accountability; and, • Coach senior MOH officials to

instill a culture of enhanced leadership and policy implementation skills in

the MOH. REQUIRED QUALIFICATIONS AND EXPERIENCE: MOH of Swaziland will require a consultant with

the following qualifications: • Advanced degree in Psychology,

Coaching/Leadership or equivalent certification by an international

professional leadership/coaching body. • Not less than 10 years of

experience in the field of leadership/ coaching • Not less than three (3)

successful instances of training senior public sector officials in Leadership

and Change Management, Strategic management and pro-active managementand

similar courses in developing countries. • Experience with teaching on

governance and public sector management in a tertiary institution would be

preferred. • Experience in Sub-Saharan

Africa will be an advantage. • Ability of the consultant to

issue completion/accomplishment certificates, based on his/her accreditation
